- The U.S. Department of Agriculture Farm Services Agency (USDA, FSA) has a requirement for services of a contractor to negotiate an indirect cost rate for use in cost reimbursement type grant agreements between the US Department of Agriculture, Foreign Agricultural Service (FAS) and selected Private Voluntary Organizations (PVOs) under the food aid programs Section of 416(b), Food for Progress (FFP) and McGovern-Dole International Food for Education and Child Nutrition Program (FFE) or any other food aid program implemented in the Export Credits (EC) Program area of the FAS. USDA, FSA is contemplating to award a firm-fixed price contract for the above mentioned requirements and services with one base year and four (4) one year option. The NAICS Code is 541211; 100% Set Aside for Small Business Concerns. This is a combination of synopsis and solicitation. No proposal will be accepted after 4pm local time, Wednesday, May 17, 2004.
