Description
This is a REQUEST FOR INFORMATION (RFI). This is not a formal solicitation or a request for proposal. This RFI is for information and planning purposes only and is not to be construed as a commitment by the US Government, Iraqi Governing Council (IGC), Ministry of Health (MOH) or the Coalition Provisional Authority (CPA). The MOH in Baghdad, Iraq is seeking to identify sources capable of providing the following: IRAQI NURSING SERVICES TRAINING AND EDUCATION GENERAL: The goal of the Ministry of Health is to have a contractor/offeror perform a training and education program to the nurses working in the hospitals in Iraq. Providing this training will aid the Iraqi hospitals in providing a skilled staff and will provide improved patient care. The Iraqi Governing Council, in conjunction with the Ministry of Health, expects that any future offeror will have at a minimum, the ability to perform duties as assigned, including, to but not limited to, the following: Establish and provide a fundamental nurse training program with a 48 class hour core curriculum. Provide core curriculum training, teaching materials, learning materials, textbooks, educational supplies, and reference materials for nursing staff in Arabic. Licensed Nurse Clinical Instructors to provide patient care and training in Arabic of the in-house nursing staff. Provide formal and on-the-job nursing fundamentals training of the nursing staff. Provide a 6 month nursing fundamentals core curriculum training schedule and a follow on 6 month Train the Trainer in specialty courses. Provide follow on ?Train the Trainer? course of 24 hours to a limited number of nurses in specialty areas such as Emergency Care, Diabetes, Dialysis, Oncology, Theatre, surgery, Cardiology, and Mental Health. Provide training and course materials in Arabic and English. Provide 100 nurses and staff support for a teaching program in 50 teaching hospitals. Provide the number of nurse teacher to student ratio. Provide certificates of appropriate level of skills to Iraq nurses who complete the core curriculum training schedule. Develop and administer testing to determine core competency and train the trainer skill level and competency. Develop and provide a client complaint and solution program. Provide a quality control program. Provide a comprehensive contractor management plan. Provide all labor, material and teaching aids to perform the contract. For all proposed staff and teachers, a resume must be provided. The offeror must have a minimum of 2 years doing this type of training or similar training and certifications. Nurse clinical instructors must have necessary skills, certifications, licensing, nursing degree and a minimum of 3 to 5 years in the nursing specialty that they teach. Nurses must be fluent in Arabic. Most of the hospital nurses have minimal teaching experience or skills to teach. A severe shortage of medical equipment exists in country. No contract nurse trainer will be hired from staff in Iraq. There are 50 Teaching hospitals in Iraq with approximately 6400 nurses to be trained Shift work: The normal shift will be 12 hour shifts, i.e. 1st shift 0700 to 1900; 2nd shift 1900 to 0700. Emergency Services may require training of night and weekend training staff. This notice is an attempt to determine the availability and capability of an offeror to deliver contemplated services within 10 days, following receipt of order (ARO). Companies capable of providing the services defined above are encouraged to respond by providing their company name, points of contact with email address and phone number, a listing of types and quantities of the services available. Responses to this RFI must be submitted by the stated ending date of this announcement. In accordance with Federal Acquisition Regulations 52.215-3 Request for Information or Solicitation for Planning Purposes, as prescribed in 15.209(c), the following provision applies; Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
