- Description
- NASA/JSC has a requirement for the purchase of 109 28VDC power supply enclosures and 43 120VDC power supply enclosures (152 total enclosures). The only difference between the two designs is the color of the final finish. The enclosures are composed of ten different mechanical components. These enclosures will be used to house a power supply design consisting of three printed circuit boards and the associated wiring. The enclosures must be manufactured to NASA quality standards and guidelines as specified per the associated drawings. The vendor must be ISO 9001/9002 inspection system certified, though other inspection systems may be acceptable if approved by the JSC flight procurement organization. The vendor must retain traceability records for all raw materials used and provide copies of this information when the enclosures are delivered. All enclosures will be independently inspected and verified by a government inspector either at the source or when delivered but prior to official receipt of the hardware. The contractor shall retain the raw material manufacturer's Certificate of Conformance including test report (e.g., mill test report) that states that the lot of material furnished has been tested, inspected, and found to be in compliance with the applicable material specifications. The test report will list the specifications, including revision numbers or letters, to which the material has been tested and/or inspected and the identification of the material lot to which it applies. The contractor shall retain the CoC and test reports for a minimum of 5 years. NASA/JSC intends to purchase the items from Aerotech Precision Manufacturing, Inc. The statuory authority for other than full and open competition is 10 U.S.C. 2304(c)(1). As provided by the provisions of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 14, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
