- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Carderock Division (NSWCCD), Philadelphia intends to procure on a sole source basis from Froude Consine, Inc. services and materials to upgrade the exisiting waterbrake at the Integrated Power Systems test facility in 77H with a Texcel V100 Control System, and to provide hardware and software upgrades, technical drawings, operating manuals, and technical assistance. See num bered note 22. This procurement is issued using Simplified Acquisition Procedures in accordance with subpart 13.5 of the Federal Acquisitions Regulations (FAR). The solicitation will be available for download on or after 4 Jun 2004. All questions must be in writing.
