Description
NAVAIR Orlando Training Systems Division has a requirement for Mobile Aircraft Firefighting Training Devices (MAFTD) that will be used to provide rescue and live fire training to U.S. Naval personnel, ashore and afloat, and Federal Fire Service personnel. The North American Industry Classification Systems (NAICS) code is 33319 and size standard is 500 employees. The objective of this requirement is to obtain Commercial, Off The Shelf (COTS), non-developmental MAFTDs, manufactured to meet or exceed the requirements of the Government. The devices shall be self-sufficient, environmentally friendly, safe, and easily set up, maintained and operated, to provide continuous training for ashore and afloat activities to ensure readiness in response to aircraft crash rescue and firefighting. This requirement is safety critical. The MAFTD requirement will be procured on an unrestricted full and open competitive basis. The Government intends to award a single requirements contract with Firm-Fixed Price (FFP) unit pricing anticipating a multiple contract period of five years. For informational purpose only, the Government estimates the following quantities per Fiscal Year (FY) ? FY05 (1 unit) and FY06; FY07, FY08 and FY09 (4 units per FY). Delivery shall be made to various CONUS. FOB Destination delivery of the first unit will be approximately 6 months after date of order award. For all subsequent orders, the units shall be delivered approximately 2 months after award. Offerors are advised that in order to be considered, they must have commercially produced and successfully delivered a mobile aircraft fire trainer that used propane technology to produce fire in a confined interior space within the last four (4) years. A confined space is defined as a room or enclosure surrounded by walls or bulkheads and accessible through a doorway, where, once inside, firefighters would be confined while fighting a propane fueled fire. The intent is to ensure that offerors have the requisite knowledge of propane technology and relevant experience. All offerors shall provide with their written technical proposal, verifiable information to support the requirement that they have commercially manufactured and sold, a mobile aircraft fire trainer in the last four years that meets the requirement of the foregoing. No exceptions or waivers shall be granted. The projected date for the issuance of the solicitation is on or about 15 June 2004 with a closing date of 15 July 2004.
