- Description
- The Bureau of Land Management (BLM) intends to award a sole source contract to Westmor Industries, LLC, 3 Development Drive, Morris, MN 56267, for the production of an all wheel drive, 1,500-Gallon, in-field ground fuel service and maintenance support truck, the only known source capable of satisfying the agency's unique requirements, within the required timeframe. A justification for other than full and open competition has been prepared and approved in support of this acquisition. The BLM requires delivery of the truck during the 2004 Wildland Fire Season to be used in the support of prescribed and wildland fire suppression activities in 10 western states. The highly specialized vehicle chassis and package shall be designed for severe off-highway use and constructed to handle the rough unimproved road conditions found throughout the western states. The estimated price for the truck procured under this contract will be $169,000.00. Time is critical, as unacceptable delays in fulfilling the agency's requirements could adversely affect the National Interagency Fire Center's firefighting efforts. Westmor is the only known source with the potential to manufacture and deliver the vehicle for use during the Summer 2004 fire season. The manufacturer will construct a unit which meets or exceeds all requirements of NFPA 385 and DOT 406 and will provide any additional technical and structural engineering required for a fuel tender that is operated in conditions where road and environment place stresses many times greater than those found on primary and secondary roads. The weight of the fully loaded truck shall not bear more than 90 percent of the GAWR for each axle. Detailed information on the specification is available upon request. This is not a request for competitive proposals. This notice serves to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is restricted as a 100% small business set-aside and NAICS code 336211, "Motor Vehicle Body Manufacturing" applies. Responsible firms believing they can provide the required highly specialized off-road truck are encouraged to identify themselves and give written notification to the Contracting Officer referencing this Announcement number NAR040088. However any firm identifying themselves as responsible must provide evidence that they can furnish the required vehicle at a cost that will not exceed the total estimated contract cost, and within a timeframe that will allow use of the vehicle during the Summer 2004 Wildland Fire Season. All responses will be fully considered. If no responses are received by June 21, 2004 to the effect that another responsible source exists, award will be made to Westmor Industries, LLC for the requirements stated herein.
