Description
The U.S. Army Medical Research Acquisition Activity on behalf of the Department of Homeland Security has a requirement for a BioWatch Special Program Office (SPO) support contractor. The primary function of the support contractor is to provide the S PO with program management and support necessary for the execution of the program. The initial fiscal year 2004 activities will be to establish the special program office, collect, organize and evaluate existing program information and consolidate it into a program plan. Other 2004 activities will include assembling and/or generating the information necessary to document the as built BioWatch System, system assessment, and identification of cost and efficiency improvements, planning for systems tests. In addition, the support contractor will work with representatives of the respective local, state and federal applicable professional organizations to facilitate the evaluation, and finalizing the recently released coordination draft of the BioWatch Conseque nce Management Plan. The support contractor will have the responsibility to provide the BioWatch SPO with program management services to include, but not limited to: SETA PM, scheduling and contacts, program documentation, cost estimation (includes life cycle cost analysis), p rogram management plan (PMP), technical advisory group support, industry liaison, financial management, communications and information technology, security requirements, security plan, security operations, and reports at monthly intervals. The contractor will have the responsibility to provide the SPO with systems engineering support services to include, but not limited to: product realization, chief systems engineer, design capture (to record existing baselines), systems engineering master plan, requirements analysis/allocation, system design and synthesis, requirements and specification development, technical performance measures, technical reviews, baseline development, configuration management and control, integration and technology inser tion, specialty engineering, spiral development, life cycle cost analysis, and safety requirements. The contractor will also have the responsibility to provide the BioWatch SPO with integrated logistics support services to include, but not limited to: management, logistics support plans, training support plans, business process reengineering, deployment, technology insertion, surge response, system test and evaluation, and operation support. The support contractor is responsible for providing the SPO with procurement assistance to include, but not limited to development of procurement documentation and general evaluation support. In addition, the contractor is responsible for providing the Bi oWatch SPO with support facilitates to include, but not limited to, space, facilities, meeting rooms, IT equipment, and other infrastructure. The expected levels of effort in staff work years for the support contractor is estimated to be approximately fifteen per government calendar year. The estimated period of performance for this award is from the date of the award to the end of the calendar year and four option years. The contractor must possess an active secret clearance. In addition, the program manager must possess an active top clearance. A solicitation for this request for proposals will be issued on or after 17 May 2004.
