Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A list of all the equipment can be supplied upon request. STATEMENT OF WORK Equipment Repair and Maintenance Contract RAVENNA TRAINING and LOGISTICS SITE 27 April 2004 1.0 OBJECTIVE The objective of this contract is to control equipment repair and maintenance costs by ensuring timely repair and maintenance of the commercial equipment stationed at the Ravenna Training and Logistics Site (RTLS). Removing this commercial equipment repai r and maintenance burden from our local Unit Training Equipment Site will allow them to concentrate their efforts on maintaining military equipment. The initial contract period shall run from 30 May 04 through 30 May 05, with (5) one-year options for renew al. 2.0 BACKGROUND Commercial equipment is used to keep the training site maintained to meet the mission requirements of the Ohio Army National Guard. The commercial equipment must be kept in good working condition at all times to ensure the training site can meet the deman ds of using units. 3.0 SPECIFIC CONTRACTOR TASKS 3.1 The commercial equipment in Appendix A of this Scope of Work must be maintained in accordance with the manufacturer??????s specifications and service schedules. The contractor must also be capable of promptly responding to unscheduled emergency repairs as needed and requested by Ravenna Training and Logistics Site (RTLS) personnel. This includes all Manufacturer??????s Suggested Maintenance, according to the manufacturer??????s manual for this specific piece of equipment. 3.1.1 Regular maintenance and services for the commercial equipment will include, but is not limited to: [1] oil changes with new oil and fuel filters [2] new air filters (as needed) [3] all belts checked and tightened or replaced as needed [4] batteries checked and replaced as needed [5] check for and replace any missing pins or bolts, and [6] check for any other repairs necessary for continued reliable use. 3.1.2 All manufacturer required maintenance will be performed by the Contractor in accordance with the manufacturer??????s specifications. 3.1.3 All emergency repairs must be performed by the Contractor in a timely manner. 3.2 The Contractor will provide all parts and labor to complete required maintenance and repairs on the equipment listed in Appendix A. 3.3 Pick-up and Delivery Charges shall be individually quoted and may or may not be utilized, at the discretion of RTLS personnel, depending on each individual situation. 4.0 COST QUOTE REQUIREMENT 4.1 Quote must be broken down into expected Labor, Materials and optional Pick-up and Delivery Charges for each piece of equipment to facilitate proper accounting for the expenditures. 5.0 APPROVAL OF CONTRACTOR PROPOSAL AND SCHEDULE The contractor proposal will be reviewed and approved by the RTLS prior to scheduling maintenance. All maintenance will be individually scheduled, as needed, by RTLS personnel. This maintenance will be scheduled to avoid conflicts with RTLS requirements. The primary point of contact for scheduling maintenance, repair and services of commercial equipment at RTLS is SFC Lee Springer. SFC Springer can be contacted at 614-336-6791 Monday through Friday, 8:00 am to 4:00 pm. 6.0 PERIOD OF PERFORMANCE The contractor must provide equipment maintenance, as individually scheduled by RTLS personnel, from 30 May 2004 through 30 May 2005. 7.0 POST AWARD MEETINGS The contractor is required to attend a post award meeting with the RTLS staff to discuss the requirements of this scope of work and to identify personnel on the job. Standards of ??????timeliness?????? shall be mutuall y decided at this meeting. 8.0 PREAWARD INSPECTION Inspections of the equipment covered by this contract can be arranged by contacting SFC Lee Springer at (614) 336-6791. 9.0 PAYMENT Payment for this contract will be made by electronic funds transfer through the United States Property and Fiscal Officer. The contractor is required to submit invoices as each maintenance or repair request is completed. Invoices must be submitted to Ms. Joyce Volbert at the following address: Ravenna Training and Logistics Site, 1438 State Route 534 SW, Newton Falls, Ohio 44444.
