Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The statutory authority for this acquisition is FAR 13.501 and award is anticipated to be made under a Firm Fixed Price purchase order. The solicitation number for this acquisition is being issued as a Notice of Intent under NOI4063. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-22 dated April 05, 2004. The North American Industry Classification System (NAICS) Code for this acquisition is 423490 and the small business size standard is 500. The National Institutes of Health (NIH), National Institute of Allergies and Infectious Diseases (NIAID) intends to negotiate on a sole source basis, with Applied Biosystems Inc. using Simplified Acquisition Procedures for the following items: (1) quantity three BigDye? Terminator v1.1 5000 Rxn, (2)quantity one of the BigDye? Terminator v3.1 5000 Rxn, (3) quantity two of the 3100 Upgrade v2.0 which includes the Data collection v2.0, Sequencing Analysis v5.1, SeqScape v2.1, GeneMapper v3.5, Computer terminal and installation, (4) quantity one of 17 inch flat screen monitor. Delivery must be FOB Destination and the place of performance is under the 20892 zip code. NIAID studies focus primarily on viruses that play an important role in disease of the respiratory and gastrointestinal tracts, the liver, and the reticuloendothelial system. Currently, NIAID employs the techniques of viral genetics and molecular biology to express protective viral antigens and attenuate viral mutants that may prove useful for prevention of disease. A number of promising live attenuated viral vaccines and virus-specific immunotherapies are under development and evaluation. NIAID conducts research directed toward defining the cause and epidemiology of medically important viral diseases and developing means for their control. NIAID engages in a wide range of research activities that extends from identification and antigenic characterization of viruses that cause systemic disease or acute disease of the respiratory and gastrointestinal tracts and the liver to basic molecular studies of viral structure, function, and genome organization. Scientists in the laboratory employ molecular biologic techniques to elucidate pathogenesis of disease as well as to develop purified subunit antigens and attenuated viral mutants for use in prevention of respiratory, gastrointestinal, hepatic, and systemic viral diseases. The objective of this particular study is to use recombinant cDNA technology to generate a vaccine candidate effective against dengue virus types 1, 2, 3, and 4. The secondary objective is to develop a better understanding of the genetic basis of attenuation of dengue viruses for primates and mosquitoes. NIAID currently owns the equipment which is proprietary to Applied Biosystems. This solicitation is to provide for the upgrades necessary to achieve NIAID research goals utilizing innovative technology newly developed by the manufacturer of this equipment. The necessary items are commercial as defined in FAR Part 2. This action is being executed under the authority of 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. The following FAR provisions and clauses apply to this acquisition: FAR 52.212.-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52-212-3 Offerors Representations and Certifications Commercial Items; FAR 52.212.-4 Contractor Terms and Conditions Commercial Items; FAR 52-212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. A completed copy of the provisions on FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. All offerors must be registered in the Central Contractor Registration (CCR) at http//www.ccr.gov/ to be eligible for award. This is not a request for competitive quotations. However, if any interested party believes it can complete the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NIAID to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 2:00PM (Eastern Standard Time) May 17, 2004.
