Description
The purpose of this project is to provide and install a Rotary UPS generator backup system to serve 4 .0 MW at the National Institute of Standards and Technology (NIST), Boulder, Colorado. The site plans shall be developed with NIST engineering for the power quality requirements, the exact location of the UPS, the feeder connections to the site power system, and the fuel tank system. The project shall consist of specifying and acquiring a 4.0 MW Rotary UPS system with 2.0 MW expansion capabilities, planning the installation and executing the installation. The NIST load consists of several buildings located in a campus that is served at 13.2 kV using a combination of overhead and underground distribution. The NIST facility receives power from Xcel Energy at a single delivery point through an Xcel Energy automatic transfer switch (ATS)( soon to be a S&C high speed switch) supplied by two Xcel Energy, 13.2 kV feeders: one primary and one alternate. The NIST peak load is currently at 3.5 MW with a power factor of 0.85 lagging. The UPS and backup generation system shall be connected between the Xcel Energy High Speed Switch output and the NIST distribution system main feeder. The UPS and backup generation shall be built in a modular fashion with provisions for future expansion by adding additional modules. The UPS and backup generation shall be designed and sized to supply a load of 4.0 MW that is capable of expansion to 6MW at 13.2 kV with a power factor of 0.85 lagging at an elevation of 5500 ft above sea level and located in Boulder, Colorado. Solicitation will be a request for proposals, and award will be on a best-value-to-the-government basis. Technical and price proposals will be required and evaluated. Acquisition is 100 percent set-aside for small business in NAICS code 237120 ($28.5 million). The price range of the project is $1,000,000 to $5,000,000. An option for two (2) additional 1MW UPS will be included. The option may be awarded on initial award or at a later date. The solicitation will be issued on or about 14 June 2004.
