AMENDMENT 0001 EXTENDS THE RESPONSE DUE DATE TO MAY 12, 2004, AT 3:00 EST. RESPONSES MUST BE SUBMITTED ELECTRONICALLY TO JANET.M.HANNAH@NOAA.GOV. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DG133R-04-RP-0031 is issued as a Request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. The U.S. Department of Commerce/NOAA intends to negotiate the following service. I. INTRODUCTION: The contractor shall work with the Director, Office of Ocean Exploration (OE) and partners to explore areas of the Gulf of Mexico for approximately 18 days in late summer 2004, sometime between July 25th and August 21st. The contractor will work with OE and partners using a heavy work class ROV to investigate seven shipwrecks in the northern Gulf of Mexico in water depts. Ranging from 328 feet to 6,500 feet. The objectives of the investigation are to visually document the condition of the wrecks and associated artifacts, to obtain accurate positions of artifacts, and to document the organisms that may be found in association with the wrecks. The investigation will also include deploying an retrieving small instruments and collecting small organisms for further analysis. NOAA?S Ocean Exploration Program was created to manage multidisciplinary ocean exploration projects to increase America?s knowledge of the U.S. Exclusive Economic Zone and other areas of the roughly 95 percent of the underwater world not previously explored, and largely unknown. Objectives include the identification of key sites of scientific, historical, and cultural importance; exploring ocean dynamics and interactions; developing new sensors and systems for ocean exploration; and reaching out in new ways to stakeholders to improve the knowledge of ocean science and ocean related issues to learners of all ages. II. SPECIFIC SUPPORT REQUIREMENTS a. General 1. Vessel ? The contractor shall provide a research vessel greater than 200 feet between perpendiculars, able to accommodate up to 36 people including crew. The contractor shall provide experienced and fully licenses personnel, who have demonstrated expertise in surface oceanographic procedures and remotely operated vehicle ROV launch and recovery, and who shall operate the vessel, ROV, and any necessary launch, recovery and support equipment. The research vessel shall be able to support 24-hour operations with applications such as ROV operations; large towed systems; deployment and retrieval of moored devices; surface oceanographic applications; and diving during the 18 day rental period. Specific vessel requirements include dynamic positioning; satellite ;uplink for digital still and video image transmittal; high-quality DGPS; freezer for samples; intercom system for communicating between labs and vans; small dry and wet labs; and a High Precision Acoustic Positioning System (HiPAP) or the equivalent. Work may include visual surveys, photo mosaics, deployment and collection of biological equipment/experiments, sampling and collection of organisms, site inspection, and punch and box coring. 2. Positioning System ? The HiPAP or equivalent ultra-short baseline system (USBL) must be comprised of a hull-mounted transducer that will communicate with a sub sea transponder mounted on the ROV, thus avoiding the need to deploy and retrieve moored sub sea transponders. The system, in combination with the vessel?s GPS, must provide accurate positioning to within approximately 15 feet in deep water. 3.ROV ? The contractor shall provide on ROV classed and certified to an operating dept of 3,000 meters by the American Bureau of shipping. The ROV shall be equipped with a high-quality lighting system; a 3-chip color video camera; a digital still camera; two manipulators; scanning sonar; dual parallel lasers; portioned sample boxes; a suction sampler, and a CTD. The ROV shall be equipped with a tether management system (TMS) that will provide for controlled operations within the vicinity of the wrecks. The ROV shall also make use of fiber optic cable for transmitting power and signals between the ship and the ROV. 4.Port Calls ? We may choose to conduct one or two port calls that may involve transfer of scientists and scientific equipment, and/or public outreach events that may include public ship visits. The research vessel shall be available for public tours during port calls. When conducted, port events will consist of two days if outreach events are planned ? one day to offload/load equipment and scientists, and to prepare the ship for the outreach event, and one day for the outreach event itself. The NOAA Officer of Ocean Exploration will handle all details of the outreach events in coordination with the research vessel. b. Additional Support Requirements for the Vessel 1. Regulatory Compliance ? The vessel shall be outfitted, operated, and maintained to meet all applicable international, federal, state, and local navigation rules and environmental, health, safety, and pollution control regulations. The vessel shall have onboard at all times all certificates, records, and other documents required by applicable laws and regulations. 2.Safety, Seaworthiness, and Stability ? The vessel shall have a valid American Bureau of Shipping (ABS) loadline certificate. The vessel shall meet all International Maritime Organization (IMO) Safety of Life at Sea (SOLAS) construction, equipment, and communication requirements for a vessel of its type, size, class and service. The vessel shall be outfitted with personal flotation devices, immersion suits, and survival craft of sufficient number and capacity to accommodate all onboard including the science party. Prior to getting underway, an orientation meeting aboard the vessel shall be conducted for all scientists and crew regarding the vessel?s safety, firefighting, and lifesaving capabilities, including assigned responsibilities and procedures. The vessel shall have posted training materials, emergency instructions, and an emergency station bill. Fire, abandon ship, and related emergency drills shall be conducted on a bi-weekly basis. 3. Charting and Record Keeping ? The vessel shall have an adequate stock of current nautical charts covering areas of operation and transit to meet project requirements. The vessel shall maintain and utilize nautical charts and a deck log in accordance with maritime regulations and in order to provide a record of the vessel?s location, operations, operating conditions, and any vessel-related significant events. These records shall be made available to the chief scientist. 4.accommodations ? The vessel shall provide adequate accommodations for the science party with no more than 4 person to a single stateroom. The vessel shall have an adequate number of heads and showers to accommodate all onboard. The privacy of different gender crew in terms of berthing and facilities shall be ensured. The vessel shall provide the science party with breakfast, lunch, and dinner served daily, and food shall be available for night watches. All food service operations shall be conducted in a safe and sanitary manner. The vessel shall provide clean linens and provide the science party with access to laundry services. 5. Health ? The vessel shall have onboard a qualified Emergency Medical Technician (EMT) holding current certification. The EMT will be responsible for the health of the crew and science party, including emergency car, preventative treatment, and the administration of prescription medicines. The vessel shall have a designated area for first-aid treatment, medical equipment, and medical provisions. The vessel shall have procedures and storage in place for the safekeeping of controlled medicinal substances. The vessel shall maintain a health profile for all onboard including the science party. 6. HAZMAT ? The vessel shall maintain Material Safety Fata Sheets (MSDS) for all hazardous materials onboard the vessel and shall make them readily available to all personnel onboard. The vessel shall be responsible for compliance with all applicable environmental, health, and safety laws and regulations, pertaining to the use of hazardous materials, and the treatment, and storage. c. Specific Support Requirements for ROV Operationss 1. Vessel Requirements ? The vessel shall be outfitted with a crane and/or A-frame, winches, and other control capable of safety deploying and recovering the ROV. The vessel shall supply an adequate number of deck crew for these operations. The vessel shall be equipped and a small boat to serve as a support craft as necessary for deploying and recovering the ROV, as well as for ancillary and emergency operations. III. DELIVERABLES: 1. Captain shall operate ship and equipment in accordance with all applicable laws and regulations, and shall be available. 2. The ship captain shall have complete and unquestioned authority to make any decision deemed necessary regarding operation of the ship, ROV, or any equipment in the interest of safety, for mechanical, or any other reason during the operations and period covered by this contract. IV. GOVERNMENT FURNISHED MATERIALS There will be no government furnished materials. V. TASK MONITOR The government task monitor will be assigned at contract award. PERIOD OF PERFORMANCE: The period of performance on this contract shall be July to August 2004. VII. (2) Qualifications of Key Personnel and related technical capabilities. (3) Illustrate technical ability to complete the mission. (4) Past performance (include contracts of similar tasks). (5) Price, include cost per day to rent research vessel with ROV.
