Description
This is a sources sought synopsis; there is no solicitation at this time. A presolicitation notice will be synopsized prior to issuing any resulting solicitation. Acquisition of a Street/Perimeter Lamp contract is being contemplated. Interested and qualified service-disabled veteran-owned small businesses, HUBZone small businesses and 8(a) small business concerns are being sought. The contract type will be firm-fixed price. The contractor will be required to furnish all labor, equipment, parts, materials and personnel necessary to install street/perimeter lamps in complete compliance with specifications. Area of performance is USCG facilities in California, Oregon, or Washington. A street/perimeter lamp must meet the following conditions: (1) Must operate completely independent of the electrical grid or externally generated electricity; (2) Performance cannot degrade owing to weather or reduced light (low winter sun); (3) Must operate in climates as far north as the Canadian border; (4) Must operate in areas of regular and long term inclement weather; (5) Must provide adequate lighting from standard street lamp height; (6) Minimum light output 285 lumens after one year; (7) Maximum light output reduction of 75% over the anticipated life of the product (50,000 operating hours); (8) Output color ? white; (9) Anticipated lamp life of 50,000 hours; (10) Mountable to standard 21/4 to 23/4 mounting poles; (11) Minimum 5-year warranty on all parts except battery; (12) Minimum 3-year warranty on battery. The applicable NAICS code is 335129. Small Business size standard is 500 employees. All responsible sources may submit a response, which will be considered. Responses must include: (a) a positive statement of the firm(s) intention to submit a proposal in response to a solicitation as a prime contractor; and (b) a copy of the firm(s) capability statement. The statement should clearly describe: any teaming arrangements; recent (within the last three years) and relevant past performance information to include contract numbers, project title, dollar amounts, points of contact with telephone numbers.
