INFORMATION TECHNOLOGY SOLUTIONS - BUSINESS INFORMATION STRATEGIC SUPPORT - PR-HQ-04-10097 (IIASC RECOMPETE) - SOURCES SOUGHT ANNOUNCEMENT Market Research - Federal Business Opportunities for the re-competition of the IIASC contract Contract to be Re-Competed: Information Infrastructure and Architectural Support Contract (IIASC). Incumbent prime contractor - SRA International Title: Information Technology Solutions - Business Information Strategic Support (ITS-BISS) Purpose: Full range of information technology advisory and assistance to support or improve organizational policy development, decision-making, management and administration, program or project management and administration, and research and development activities. Primary emphasis is on the provision of Information Technology Policy and Program management support and services. Estimated Value: $70M Acquisition Approach: Multiple award, five year base period with Award Term provisions years, IDIQ Task Order contract Schedule: Issue solicitation - 2ndt Q, FY2004; contract award - 4th Q, FY2004. Submission Requirements: This a market survey for written information only (1) to ascertain whether any of the effort contemplated under this procurement, as set forth in the 26 separate tasking areas, can be set aside for small business concerns, and (2) to determine the overall market for these services. Submissions of information previously provided in response to an earlier announcement will not be considered as part of this request. Firms must reply to this announcement in order for the submission to be reviewed by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Any firm responding to this announcement will be included on the ITS-BISS web site (see below) as an ?interested firm?. Capability statements shall not exceed 20 pages and must conform to the format found at the aforementioned web site. The 20 pages consist of 13 pages for firms to described similar services performed in the past, and how these services relate to the ITS-BISS SOW, for each of the 26 separate tasking areas of the ITS-BISS SOW, 3 pages of specific information related to each of the contracts/projects used by firms in so demonstrating their experience, and 4 pages of the firm?s discussion of how, during contract performance, it would meet each of the statement of objectives set forth in Section 1 of the Draft Statement of Work. Standard company brochures will not be reviewed. Firms who deviate from the prescribed format run the risk of having their submission rejected by EPA without any further review. Firms may include a 1 page cover letter with their submission, which does not count in the page limitation. Font size for all information submitted shall be no less 12. Information shall focus on the capability to provide technical support services similar to ITS-BISS. The applicable NAICS code is 541519. Firms with the capability of providing the services described in the draft statement of work posted at the ITS-BISS web site: http://www.epa.gov/oamhpod1/adm_placement/prhq10097/index.htm are invited to submit, in writing, sufficient information within the page limitation which demonstrates their ability to fulfill this requirement.
