- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) Office of Transportation and Air Quality (OTAQ) Certification and Compliance Division (CCD) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Oak Ridge Associated Universities (ORAU) of Oak Ridge, TN under the authority of FAR Part 6.302-1. The purpose of this acquisition is to provide a forum for developing comprehensive, nationwide solutions for heavy-vehicle idling reduction at the National Idling Reduction Planning Conference to be held May 17-19, 2004 in Albany, NY. ORAU is uniquely qualified to satisfy this requirement because it is the only known organization that brings together trucking companies, railroads, equipment manufacturers, national research laboratories and other Government agencies, including Department of Energy (DOE) and Department of Transportation (DOT), to identify workable solutions for the reduction of heavy-vehicle idling. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
