Description
The Naval Sea Systems Command (NAVSEA) intends to competitively procure the FY05 requirements for the Service Life Extension Program (SLEP) of Landing Craft, Air Cushion (LCAC) craft. Firm fixed price contract(s) will be awarded for a total of five craft in FY05 with the potential for inclusion of two option years (FY06 and FY07) with six craft in each option year. The total value for the FY05 requirements (without options) is expected to be approximately $50 M. The FY05 requirements will consist of one craft located at Assault Craft Unit Four (ACU-4) and four craft located at Assault Craft Unit Five (ACU-5). Up to two awards are anticipated in FY05: one contract for ACU-4 craft and one contract for ACU-5 craft. The LCAC SLEP scope of effort includes repair and upgrade of the buoyancy box, gas turbine engine replacement, installation of a new skirt, installation of an integr ated Command, Control, Communication, Computer and Navigation (C4N) equipment package, and accomplishment of selected craft alterations and repair work. The effort is to be performed in accordance with Government prepared statements of work, specifications, drawings, work item descriptions, and craft alteration records. Offers will be accepted nationwide, however, if work is to be performed outside of the local areas of ACU-4 at Little Creek Naval Amphibious Base, Norfolk VA and ACU-5 at Camp Pendleton, CA the contractor will be responsible for pick-up and return of the craft to the respective ACU. The winner of the FY05 work at ACU-5 will also be required to be the common equipment purchasing agent for certain Contractor Furnished Equipment (CFE) for craft at both ACUs. The common CFE to be purchased may include gas turbine engines, C4N equipment, and deep skirts. In prep aration for the intended release of a solicitation in July 2004, an early June 2004 LCAC SLEP industry day is being planned at each of the ACUs. The industry day will include a tour of the ACU LCAC maintenance facilities and viewing of select LCACs. Responses of interest to this special notice are to be provided via e-mail to Mr. Christopher Sherman, NAVSEA Contracting Officer, at the following address: shermance@navsea.navy.mil. It is requested that responses refer to "FY05 LCAC SLEP" in the subject line of the e-mail. Responses shall include company name, primary point of contact with full contact information (i.e., mailing address, telephone number, and e-mail address), and a list of individuals who may attend the industry day(s). It is requested that responses be limited to one per company. It is anticipated that the small business size standard for the FY05 LCAC SLEP procurement will be: (1) North American Industry Classification System (NAICS) Code - 336611 and (2) Number of Employees - 1,000. Responses shall indicate whether your company is a large or small business in light of this standard. Respondents will receive information concerning the industry days as well as additional background information and a basic technical package of LCAC SLEP alterations that will better define the scope of effort. Respondents will be requested to provide comments concerning the FY05 competition approach prior to the planned industry days. It is requested that responses to this special notice be submitted by 10 May 2004 to ensure that there is ample time to provide feedback to NAVSEA and to plan for attendance at one or both of the industry days.
