Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command, Patuxent River, Maryland, C-130 Program Office is seeking firms capable of developing a Decision Support System (DSS) model that establishes an accurate relationship between funding levels for in-service logistics and engineering support and the operating costs and availability of the C/KC-130 aircraft. This DSS model will be used as a tool that will enable decision makers to make informed, data-driven funding allocations. The North American Industry Classification System (NAICS) code applicable to this requirement is 541990 with a size standard of $5M. The first phase of this procurement is expected to generate a Project Plan that: 1) Identifies the metrics that are to be used to represent the C/KC130 aircraft?s operating costs and availability. 2) The sources for recurring parametric data. 3) The notional methodology to develop the DSS model. The Period of performance for the first phase is expected to last no more than 120 days. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research of Industry to determine potential sources who have the skills, experience, qualifications and knowledge required to support the above requirements. In your response to this notice, please include your organization?s size status in regards to the above NAICS code, identify any GSA schedules or other contractual vehicles that could be utilized, include a short statement of the company?s ability/history with this type of effort, the name and telephone number of a company representative that can be contacted, and the company?s address. The total capability submission should be no more than five (5) pages.
