Description

Contracting Office United States Army Corps of Engineers (US ACE) Afghanistan Engineering District (AED), TAC House (Next to Old Unama Compound) Kabul Afghanistan 09356 Description This solicitation is unrestricted. Estimated Cost of Construction is $5,000,000 to $10,000,000. The US AED requires building turnover six months after award. Design and Construction services are required for the design and installation of a 100 bed Modular/Prefabricated Hospital, Kandahar, Afghanistan. The 100 Bed facility shall be sited adjacent to the existing Kandahar Clinic. Site location is Latitude 31 37 08.23 N, Longitude 65 45 24.07 E. The project includes structural design; foundation construction, fabricating, transporting and installing the modules, and connection to the site utilities. Existing site utilities (water, electric, and sewer connections) are within 100 meters of the new facility site. The contractor will be required to survey and grade the site to accommodate the new facility. The new facility grading shall be adjusted to match the existing clinic and clinic parking lot elevation and grad ing. The contractor shall complete the site designs and develop catalog information for the architectural, structural, mechanical, electrical components of the modular building and systems for review by the Government. The floor plan for the 100-bed hospi tal shall be provided to contractors. The modular building shall be designed to meet the required floor plan. Once the design has been approved, the facility shall be completed and ready for use within 120 days. The solicitation shall be issued as a design-build solicitation. The award will be a best value award. The evaluation criteria may include some or all of the following technical factors: 1. Past experience on similar projects; 2. Management plan, resource capability and logistics to design and construct the required facilities within the established schedule for completion; and 3. Product's functionality, durability, sustainability, maintenance etc., The solicitation shall be issued on or about 17 May 2004. The solicitation will be posted at the Kabul Compound Kabul, Afghanistan. The solicitation will be available for pickup at the TAC House in Kabul or by sending Mr. Kho an Email at Peter.Kho@tac01. usace.army.mil. Electronic copies of the request for proposal shall be provided to interested parties. The proposal submittal date will be due on or about 14 June 2004 at the TAC House in Kabul.
