- This solicitation is to provide range maintenance surface and limited subsurface clearance services to safely locate, identify, mark and dispose of munitions and explosives (ME) at the National Training Center, Ft Irwin, California. The proposed con tract will be an Indefinite Delivery Contract for one base year and will contain an option for 4 additional option year periods. Task orders may be: 1) firm-fixed-price, and/or 2) Time-and-materials (T&M). The total estimated amount of contract capacity would be $29,500,000.00. Evaluation and Selection Information. The proposed contract will be competed using a best value tradeoff process. Non-priced factors are more important than price. Proposal requirements will be specified in the RFP to be rel eased by the U.S. Army Corps of Engineers, Los Angeles District on or about 18 May 2004. The non-priced evaluation factors are listed as follows in descending order of importance: 1) Oral Presentation/ Interview, sub-factors; a) Safety b)Experience/ Tec hnical Capabilities, c) Technical Approach, d) Organization/ Management Capabilities; 2) Past Performance sub-factors; a) safety record, b) record of conforming to contract requirements, c) history of reasonable and cooperative behavior, commitment to cust omer satisfaction and mission, d) adherence to contract schedules and e) record of forecasting and controlling costs. This is a 100% total small business set-aside, to be eligible the offerors must have NAICS CODE 562910 among their approved codes. This procurement may be delayed, canceled or revised at any time during the solicitation, evaluation and/or final award process. The tentative solicitation issue date is May 18, 2004. This solicitation shall be available through INTERNET ACCESS ONLY. All solic itation documents shall be posted to this website. It is the responsibility of the Contractor to check the website for amendments and/or notifications. It is also the responsibility of the Contractor to acknowledge all amendments in the proposal documents when submitted. No additional media (compact disks, floppy disks, faxes or paper) will be provided unless the Government determines that it is necessary. Offerors may view and/or download this solicitation and all amendments after Solicitation issuance da te from the Los Angeles District Contracting Division Electronic Bid Solicitation (EBS) at the following Internet address: http://ebs.spl.usace.army.mil. Any prospective offeror interested in submitting a proposal must register at the EBS website.
