Description
43 ? Pumps and compressors. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA9301-04-T-0033. The solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20 and Defense Acquisition Change Notice (DCN): 20040223. This Solicitation is set-aside for a small business, the Standard Industrial Classification (SIC) Code is 3563. North American Industry Classification System (NAICS) Code is 333912 and the size standard is 500 employees. The Air Force Flight Test Center (AFFTC), Edwards AFB, CA has a requirement for the following: CLIN 0001, Furnish all materials, labor, equipment, and transportation necessary to deliver a 161.7 SCFM Oil Free Multi-scroll Compressor Breathing Air System to BLDG 1634, Edwards AFB, CA per the following requirements: HORSEPOWER (ea.): 5 HP (55 HP Total) PERFORMANCE ea.): 14.7 SCFM @ 100 psi (161.7 SCFM @ 100 PSIG Total) TANK SIZE: 200 Gallon, Vertical Tank VOLTAGE: 460-3-60 CLIN 0002, Furnish all materials, labor, equipment, and transportation necessary to deliver a 102.9 SCFM Oil Free Multi-scroll Compressor Breathing Air System to BLDG 1600A, Edwards AFB, CA per the following requirements: HORSEPOWER (ea.): 5 HP (35 HP Total) PERFORMANCE (ea.): 14.7 SCFM @ 100 psi (102.9 SCFM @ 100 PSIG Total) TANK SIZE: 120 Gallon, Vertical Tank VOLTAGE: 460-3-60 Additional requirements for both Breathing Air Systems in CLIN 0001 and CLIN 0002 are: OILLESS SCROLL COMPRESSOR PUMP The compressors shall be belt driven oil less rotary scroll single stage, air-cooled oil less construction with absolutely no oil needed for operation. The rotary design shall not require any inlet or exhaust valves and shall be rated for 100% continuous duty. Direct drive compressors shall not be used. Tip seals shall be of a composite PTFE material and be rated for 10,000 hours operation. Compressor bearings shall be external to the air compression chamber and shall all be serviceable for extended compressor life. Bearing maintenance shall not be required until 10,000 run hours. Compressors with bearings that are not accessible for service have a limited life span and shall not be accepted. Compressors shall have an integral radial flow fan for cooling and shall not require any additional electric cooling fans. Each compressor shall have isolation mounts and flexible connectors on intake and discharge. MOTORS 5 HP, T.E.F.C. , 1725 RPM high efficiency, 460 Volt 3 Phase motors. RECEIVER TANK The A.S.M.E., National Board registered 200 gallon, 200 psig working pressure, vertical air receiver is provided with sight gauge, pressure gauge, relief valve, automatic tank drain, a 3 valve bypass, and internally coated to resist corrosion. CONTROL PANEL NEMA 12, UL508A listed and labeled with control. Each compressor having a magnetic starter, power on light, run light, HOA switch, high temperature shutdown with visual and audible alarms, automatic alternation and hour meters. All alarms shall have dry contacts on a labeled terminal strip for remote alarm for high discharge temperature and high CO content. Panel will provide power for complete system including all dryers, drains, monitors, and alarms, with single point connection. AIR-COOLED AFTERCOOLER Belt guard mounted after coolers are provided for each pump and are sized to provide an approach temperature of 15 degrees F. Units are constructed of copper tubing with metal headers, and each includes a moisture separator with automatic drain. AIR PURIFICATION GENERAL The air purification package shall be sized in conformance with Grade D Breathing Air and consist of the following: Refrigerated air dryer, dual filters and regulator bank with sample ports and alarm, CO Monitor. All of these components to be mounted and piped on a common steel frame. REFRIGERATED AIR DRYER Refrigerated air dryer provides air at a 38 F at 100 PSIG. The refrigerated compressed air dryer is a energy efficient cycling type with thermal mass 100%, 50 % and 0 % load control. The dryer is self-regulating for large load swings. Heat exchangers are made of copper tube construction and insulated. Dryer includes automatic electric ?no air loss? drain with manual override. Dewpoint color bar type indicator confirms dryer performance. FILTRATION / PRESSURE REGULATOR The filtration systems shall consist of an X series filter rated 0.01 micron filtration with an efficiency exceeding 99.9999% D.O.P. (Validated), and an A series activated carbon filters. Filters without validation shall not be used (except for A series activated carbon filters). All filters shall have a differential pressure gauge with color change indicator and automatic drain valve (except for A series activated carbon filters). Downstream of the final filter shall be a pressure regulating assembly consisting of pressure regulator with pressure gauge, inlet and outlet isolation ball valves, and pressure relief valves. CARBON MONOXIDE MONITOR/ALARM The carbon monoxide monitor provides warning to the user of air-supplied respirators alarming and metering the presence of carbon monoxide. The monitor is provided in a NEMA 4 enclosure. In addition to audible/visual alarm, the metering displays the concentration of CO in the compressed air. The meter operates from a 110 VAC supply. Alarm points are set at 10 PPM (low) and 20 PPM (high). SYSTEM CONNECTIONS The system is supplied with a remote intake connection and flexible connectors for both intake and discharge connections. Both systems shall meet all OSHA requirements. Offerors interested in doing business, and receiving a copy of the Solicitation must register on the Fed Biz Ops website.
