Description
The Health Resources and Services Administration (HRSA) Division of Procurement Management (DPM), intends to negotiate on a sole source basis with the Center for California Health Workforce Studies, University of California, 3333 California Street, San Francisco, CA, to produce a study to Evaluate the Success of College-/University-Based Mentoring and Other Health Professions Development Programs in Recruiting Minorities into the Health Professions. The contractor will also provide: 1) an inventory of programs to examine the nature and extent of existing health professions workforce ?pipeline? strategies and interventions funded or otherwise supported by DHHS; 2) an assessment of the nature and extent of efforts to evaluate the effectiveness of such strategies and interventions; 3) identification of the means to strengthen such data and/or capacity; 4) assessment and comparison and report on the relative successes or impacts of health care workforce ?pipeline? strategies and interventions; 5) recommendations on: A)how to build upon and strengthen existing data and FUTURE STUDIES TO ENABLE FUTURE COMPARATIVE STUDIES TO DETERMINE THE EFFECTIVENESS OF DIFFERENT WORKFORCE "PIPELINE" EFFORTS AND B)how to integrate lessons learned AND KNOWLEDGE ABOUT SUCCESSFUL STRATEGIES INTO EXISTING HHS HEALTH PROFESSIONS PIPELINE PROGRAMS; AND,6)A RIGOROUS COMPARATIVE STUDY OF AN HHS PIPELINE PROGRAM TO DETERMINE THE SUCCESS OF THE PROGRAM'S STRATEGIES. The anticipated period of performance is 36 months. Under the authority of 41 U.S.C.253(c)(1), as set forth in FAR Part 6.302-1(a), the Center for California Health Workforce Studies (?Center?) is determined the only responsible source capable of performing the required services and no other type of supplies or services will satisfy the agency requirement. The Center is the only known source with an extensive proprietary database which includes an inventory of programs to increase diversity in the health professions and the only central source known with the experience, resources and expertise to provide this three year study.
