R6-OLY-4-15-O Design Build Construction of Two Retaining Walls Olympic National Forest Posted 04 May 2004-- Analyze suitability of alternative types of retaining wall and complete design of selected alternative retaining wall on FS RD 2923, at MP 1.3. Solicitation includes options for; (1) construction of retaining wall on FS RD 2923, at MP 1.3; (2) analyze alternative types of retaining walls and complete the design of selected retaining wall on FS RD 2368, at MP 5.6; and (3) construct retaining wall on FS RD 2368, at MP 5.6. Both construction locations are located on the Olympic N.F. This is a Design-Build Construction solicitation/contract. Operating season is from July 15th to October 30th. Project completion date is Sept. 30, 2005. A Site Visit will be scheduled during the week of May 30th. This solicitation is a Request for Proposal (RFP) using the two-phase, design-build selection procedure. Phase One proposals received in response to this solicitation will be evaluated for; technical approach; and technical qualifications including; specialized experience and technical competence, capability to perform, and past performance. Three (3) offerors will be selected to submit Phase Two proposals. Phase Two proposals shall include technical and price proposals. Phase Two proposals will be evaluated to determine the best value to the Government in accordance with the following criteria listed in descending order of importance: Contractor Experience; Key Personnel; Contractor Past Performance; Conceptual Sketches and Narrative; Project Management; Technical Approach Narrative; Subcontracting Information, and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. This project will be available by downloading from Federal Business Opportunities webpage. Contract will be awarded pursuant to the Small Business Competitiveness Demonstration Program. A price evaluation preference will be given for HUBZone small business concerns. This announcement serves as the Advance Notice for this project. AMENDMENTS WILL BE AVAILABLE FROM THE ABOVE WEBSITE BY DOWNLOAD. Price Range: Between $100,000 and $250,000. Issue Date: 19 May 2004.
