Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. R6-8-04-14, is being issued as a Request for Quotation (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-22. This solicitation is a 100 percent Small Business Set-Aside. The North American Industry Classification Systems (NAICS) for this acquisition is 336211 and the small business size standard is not to exceed 1,000 employees. Contract Line Item Number (CLIN) 0001 ? 2 each; Supply and install a HiRoof Utility Service Body with built-in auxiliary fuel tanks in accordance with the following description. Installation will be on 2 each Crew Cab and Chassis Government vehicles. The vehicles are both 2004 Ford, Model F450, 4x4, with dual rear wheels, and 60? cab to axle distance. The utility service body with installed tanks, other features, and including the weight of the crew and crew baggage, shall not exceed the gross vehicle weight of the vehicle. Description of requirement: 9 ft. enclosed galvanized steel HiRoof Utility Service Body at least 54 in. high; double locking rear doors with windows; two lights with on/off switch located at rear door; off road spring mount package; aluminum diamond plate rock guards on front of body; chock block holders on curbside, fold-out rear access step; rear grip punch (strut) straight bumper, rear mud flaps; two exterior doors, on curbside, for long handled tools; two shelves in side body, heavy duty; vents in front roadside compartment; floors of all compartment shall have rubber dry deck; stainless steel latches, lighting in each compartment with main control switch on vehicle dash, fuse protected; six sky light windows inside roof body; spare tire mount in cargo area; exterior of utility service body shall be one color; interior compartments and body of utility service body shall be painted with white primer; L.E.D. lighting on all clearance and taillights; Amber L.E.D. quad lights grommet mounted on front and rear. A 36 in. x 36 in. x 54 in. compartment inside front of utility service body cargo area with removable lid to hold one dual compartment fuel tank; 30 gallons gas; 30 gallon diesel. Tank fuel points will be recessed into back wall of compartment and clearly marked. Two low profile commercial fuel pumps; dual fuel filler and fuel nozzles with 5 ft. of ? in. hose and in-line gallon meters to be located in front street side vertical compartment. Nozzle holders shall drain outside of utility service body and will be clearly marked: green for diesel and red for gas. Fuel tank and nozzle compartments will be vented and drained to outside service body. Control switch for fuel pumps will be located on vehicle dash and clearly marked: one gas and one diesel powered accessory circuit. Offerors shall submit their proposed model, with features, specifications, warranty info, options and literature, for consideration. The Government expects delivery of the vehicle by May 19, 2004. The Government will transport the vehicles to the Contractor?s facility once award is made. The contract time for completion of installation is 30 calendar days. Acceptance will be made at time of pick-up of vehicle at Contractor?s facility. Federal Acquisition Regulation (FAR) provision 52.212-1, Instruction to Offerors?Commercial, applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: technical capability of how well the proposed product will meet the Government?s requirement, price, ability to meet delivery time requirement, and past performance. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications?Commercial Items applies to this solicitation. Offerors shall submit a completed copy with their quotation. FAR clause 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition. Specifically, the following clauses cited are applicable to this solicitation: 52.219-6, 52.222-3, 52,222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-34. Offerors shall submit written quotations along with additional information required by FAR Clause 52.212-1 to the Contracting Officer, Okanogan-Wenatchee National Forest, Okanogan Valley Office, 1240 2nd Avenue South, Okanogan, WA 98840, by May 14, 2004, 4:30 pm PST.
