Description
The Defense Distribution Depot Jacksonville, Florida (DDJF) provides materiel distribution services including the receipt, storage and issuance of materiel. The Contractor shall provide the materiel distribution services performed at DDJF. This includes all management, personnel and supervision in addition to materiel, tools, equipment and transportation, and any other items and services not government-furnished. The DDJF depot consists of two sites, one located at Naval Air Station (NAS) Jacksonville and one at Naval Station (NS) Mayport. These sites are approximately 40 miles apart. At NAS Jacksonville, DDJF has warehouses and operations in the North area, South area, and inside NAVAIR Jacksonville satellites. The North and South areas are approximately 3 miles apart. The major commodities are airframe structural components for gas turbine and jet engines, bearings, fittings and specialties, non-powered valves, electronic assemblies, boards, cards, radioactive materiel, industrial/general supplies, repairables, aircraft engine fuel systems components, replacement parts for military equipment and aircraft engines. The Contractor shall be responsible for managing and operating the Materiel Processing Center (MPC) Operation for all assigned ships home-ported at Naval Station Mayport, FL and any additional assigned visiting ships to the local geographical area. The MPC Operation is a customer focused distribution support operation that specializes in receiving and processing materiel that is to be stowed aboard ships. This operation views each ship as containing floating warehouse(s) and work center(s) that requires the materiel to be moved from the MPC to shipside in a manner and configuration that reduces to the greatest extent possible the level of effort needed by the shipboard personnel to finish the stow action. Materiel being delivered to a ship or diverted from one ship to another may be destined for the ship or a unit or squadron being deployed with the ship. The Defense Distribution Center is seeking offeror?s to perform the above functions on a best value basis. The solicitation is expected to be released on or about June 15, 2004. The resultant contract will be awarded on an all or none basis as a Time and Materials with Award Fee, indefinite delivery/indefinite quantity (IDIQ) contract. The term of the contract consists of a two-year base period and three one-year option periods. The solicitation is being issued unrestricted. The NAICS Code and Size Standard is 493110 and $21.5 million, respectively. A site visit and pre-proposal conference will be conducted at DDJF on June 2 and 3, 2004. A video tape of the Distribution Standard System (DSS) will be presented in conjunction with the site visit/pre-proposal conference.
