Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $100,000.00 and $250,000.00. The small business size standard is less than 1,000 employees. NAICS is 336611 and the SIC is 3731. The acquisition is for DRYDOCK repairs to the USCG ANT CORPUS CHRISTI (CG643502), a 64-foot, Aids to Navigation Vessel. Vessel?s homeport is Corpus Christi, TX. All work will be performed at the Contractor?s facility. The place of performance for this vessel is restricted, from the north boundary mile 508 Gulf Intracoastal Waterway West of Harvey Lock or Carlos Bay/Cape Carlos and from the south boundary mile 590 GIWW WHL or Laguna Madre. The performance period will be 35 days with a start date of on or about 26 July 2004. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCG ANT CORPUS CHRISTI (CG643502). This work will include, but is not limited to: REMOVE, INSECT, AND REINSTALL PROPELLERS, AND PROPELLER SHAFTS; RENEW SHAFT STERN TUBE BEARING AND INSPECT STRUT BEARING; CLEAN, INSPECT, AND TEST GRID COOLERS; CLEAN AND INSPECT MAIN ENGINE AND SHIP SERVICE GENERATOR UPTAKES; PRESERVE FREEBOARD AND UNDERWATER BODY (DRAFT MARK PAINTING); OVERHAUL ENGINE ROOM BLOWER MOTOR; CLEAN SEWAGE AND GREY WATER COLLECTION AND HOLDING TANKS; CLEAN DIESEL FUEL TANKS; CLEAN FORWARD BALLAST TANK AND VOID; REMOVE, INSPECT, AND REINSTALL RUDDER; RENEW VALVES; INSPECT AND OVERHAUL CHAIN STOPPER; PERFORM NON-DESTRUCTIVE TESTING OF PAD-EYES; RENEW CATHODIC PROTECTION SYSTEM; REALIGN MAIN ENGING/REDUCTION GEAR; STRAIGHTEN SHAFT; WELDING REPAIRS; ROUTINE DRYDOCKING; WELDING REPAIRS ON VARIOUS PARTS OF THE VESSEL; PROVIDE TEMPORARY LOGISTICS; PROVIDE ADDITIONAL TEMPARARY LOGISTICS; RESEAL LATEX TERAZZO DECK COVERING SYSTEMS; COMPOSITE LABOR; GFR REPORT IN ACCORDANCE WITH SOLICIATATION. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish a welding and brazing. At the present time, this acquisition will be issued as a Small Business Set-Aside. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to Ddabney@mlca.uscg.mil or by fax (757) 628-4676. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers, and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by May 7, 2004. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside, or Small Business set-aside. Failure to submit all information may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set-aside or as Small Business set-aside, will be posted on FedBizOpps website at http://www.esp.gov.
