NA SOLICITATION NO. W15P7T-04-R-J204 REPLACES DAAB07-03-R-J384 The US Army Communication Electronics Command (CECOM) is planning the release of a Request for Proposals (RFP) for the acquisition of various components in support of CECOM Logistics and Readiness Center’s 'Night Vision' spares program. This program p rovides logistics support to end items used by US soldiers in the field. These components are intended to replace identical components that are worn or broken. The United States Army Communications Electronics Command (CECOM) has established the Army Single Face to Industry (ASFI) Interactive Business Opportunities Page (IBOP) to provide electronic transmittal of RFP from the Government to Industry. All interest ed parties wishing to do business with CECOM are encouraged to register as a user well in advance of the anticipated RFP issuance and to check the IBOP frequently for updates. To become a user of the IBOP you will need a User Identification and Password in addition to a computer terminal equipped with the necessary hardware and software to interface with the IBOP system. Offerors MUST REGISTER with the IBOP prior to submitting a proposal. In order to register, go to http://www.monmouth.army.mi l/cecom/acq/ then click on 'Business Opportunities,' then on 'New User Click Here To Register,' then on 'Industry,' then on 'Browse and Post.' Fill out the on-line form and click on 'Submit Request.' It is anticipated that RFP DAAB07-03-R-J204 will be iss ued on or about 7 November 2003, with proposals due approximately 30 days later. Proposals shall be delivered in electronic format by posting on the IBOP as well as in CD-Rom format at the time and place specified in the solicitation. Acquisition strategy is as follows: (1) Full and Open Competition with Small Business set-asides for individual components as appropriate; (2) Up to two Firm-Fixed Price contracts awards will be made for each of the 33 separate components (potential of 66 different awards) in this solicitation. The contracts will be awarded on a majority/minority split basis per component. (3) Awards will be made to the technically acceptable proposals with the lowest prices. (4) Offerors are invited to propose on any or a ll of the components. (5) Lowest prices for any component with more than two technically acceptable offerors will be determined through a reverse auction process. All Offerors whose proposals have been determined technically acceptable will be provided a ccess to the Army's Reverse Auction Tool at http://usave.monmouth.army.mil . All approved vendors will be notified with the actual date/time of the auction, username and password assignment and date/time for a brief training session via email. Vendors interested in offering on the Light Interference Filter (LIF) must possess a valid SECRET security clearance. All vendors should ensure that their import/export licenses are current to avoid any delays in production and shipping. Contract award is projected for the end of January 2004; projected delivery schedules shall be included in the Solicitation. Successful completion of First Article Testing is required prior to Government acceptance of product. The draft RFP is projected for release on the IBOP at https://abop.monmouth.army.mil 22 October 2003.
