- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase request number F1GPL140500200 is issued as a request for quotations (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-22, Effective 5 April 2004. This synopsis/solicitation is for full and open competition. The Government intends to award one (1) contract with (1) contract line item number (CLIN) as follows: Quantity: 2; Unit of Issue: Each; Description: PROVIDE AN IR CAMERA THAT MEETS THE OPERATIONAL REQUIREMENTS LISTED BELOW: Wavelength coverage: 1-5 micrometers, Windowing capacity with minimum 64x64 pixels at frame rate of 2400 Hz, Electron well capacity of order 20E6 electrons, 14 bit A/D converter, Four position cold filter wheel, Drivers must be supplied or available for Linux operating system for camera control and data acquisition, ability to operate the camera at 64x64 (128x64 acceptable) at 2400 Hz and store data at full data rate on a single computer. Computer must still have one open slot for a GPS card for operational environment. Offeror will provide F.O.B. Destination prices and a delivery date (ex. XX days after receipt of order) in their offer. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52-212-3 Offeror Representations and Certification-Commercial Items ( offeror shall include a completed copy of this provision with their offer) FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, [in paragraphs (b) and (c) the following clauses apply; 52.203-6, 52.219-8,52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37, 52.225-13, 52.232-33]. Also included are DFARS 252.204-7004, 252.225-7002, 252.225-7012, 252.243-7002, 252.225-7035, 252.232-7002, 252.212-7000 and 252.212-7001, [in paragraph (b) the following clause(s) apply: 252.225-7001]. DFARS 252.225-7000 applies and must be filled-out and submitted with your offer. (Eastern Standard Time) on Monday, 10 May 2004. In accordance with FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price.
