Description
NASA/LaRC has a requirement for 3 Gas, Carbon Tetraflouride (CF4)Cylinders in accordance with the following: 1. Shall be electronic grade (99.97%) pure with the following impurities specification: a. 02+AR<20 molar parts per million (ppm)b.N2<100 molar ppm c. CO2<5 molar ppm d. CO<5 molar ppm e. SF6<5 molar ppm f. H20<1 molar ppm g. Total Hydrolyzable Fluorides<0.1 ppm by weight h. Other Halocarbons<10 ppm 2.The impurity specification shall be a guaranteed specification on each container not a typical specification. 3. Contractor shall furnish a certificate of purity from an independent testing lab or gas manufacturer upon delivery. 4. CF4 shall be delivered in three cylinders each holding 575 lbs. of gas at a pressure of 2000 psig at 70 degrees Fahrenheit. 5. Cylinders shall have a dimension of 24 inches by 90 inches and be strapped in a cradle that is forklift accessible. 6. Cylinders shall have D300/450950 valves (type 712 or 632 are acceptable) installed. 7. Contractor shall be responsible for drop off and pickup of cylinders, included in the cost. 8. Contractor shall notify Contract Administrator within 48 hours of delivery to NASA LaRC Building 1275 for scheduling coordination. 9. Three cylinders to be delivered within May 24, 2004. 10. Contractor is responsible for all transportation costs to and from NASA Langley. Demurrage charge for cylinders is included in the cost. 11. Cylinders will be delivered to Building 1206, Shipping and Receiving NASA/LaRC intends to purchase the items from National Welders Supply. The Sole Source Authority is FAR 13.106-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
