Description
The U.S. EPA intends to negotiate on a sole source basis for the National Risk Management Research Laboratory, located in RTP, North Carolina, with Research Triangle Institute (RTI) under the authority of FAR Part 6.302-1 for the development of a report on Particulate Matter (PM) on Flooring Due to Human Activity. The general objective of this pilot effort is to develop a fundamental understanding of generic mass PM re-suspension - specifically: (a) the source strengths for scenarios that produce significant indoor air concentrations due to human activity, and (b) its impact on translocation of PM throughout a residence. This work shall build on a previous EPA purchase order with RTI which involved developing generic particle mass/size methods to investigate particle resuspension due to human activity. The current work shall use these previously developed methods to investigate particle resuspension due to human activity in private residences with varied carpet ages and traffic patterns. In addition, testing will be performed to determine the transport of PM from room to room. EPA market research indicates that RTI is the only known supplier who can provide the required report since RTI previously developed dust resuspension characterization methodologies for PM on carpeting and the conditions of testing need to be identical to that of the preceding effort. Since these tests are a natural progression from previous work completed, it would take considerable time for a new contractor to become familiar with the work without incurring substantial cost in duplicating methodologies characterization. RTI is the only known source that can ensure consistency in methods and data generation between the previous work and the current work. Since the original work was completed by RTI, and because of their unique familiarity with this project, they are the only known contractor capable of completing the requirements within the required time limitations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Monday, May 17, 2004 at 11:00 AM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures.
