Description
The Bureau of Engraving & Printing (BEP) is Soliciting source for Electroplating training service. The request for Quotation (RFQ) number is RFQ-04 0463. This procurement action is 100% set-aside for small business. The associated code is NAICS 611513 and the small business standard size is $6000,000. Respondents must be capable of providing in house training to ten employees as it relates to the functionality and trouble shooting of surface finishing and hard chromium plating. Nickel electroforming of production printing plates and cope-pak seals for the currency program must also be covered. Vendors responding must provide reference materials to the trainees. The vendor must also be able to provide a means to measure the comprehension of each trainee (ex. exam or test). The training courses must be easy to follow and understand. Training shall be performed on site at the Bureau?s Facility in Washington D.C. The training should include equipment set up, equipment functions and preparation of solutions (ex. tests and bath) as well as trouble shooting solutions, tanks and plating defects. This service must be rendered on a continual basis of approximately 5-8 business days for the electrolytic plating section. This should include a expense breakdown of all cost and travel. Travel shall be quoted using the rates in the federal travel regulation which is located at the following internet site (www.GSA.gov). The training should begin on July 12, 2004 and end no later than August 20, 2004; the scheduling of the training dates is to be at the mutual agreement of the parties unless prior approval is granted by the BEP. The training must take place during the first work shift between 6:00 and 3:00pm per day. Each training day must contain a maximum of 7 hours of training, but shall not exceed 8 hours per day. The simplified acquisition procedures set forth in FAR Parts 12 and 13 shall be used. This is a combined synopsis/solicitation. This notice constitutes the only solicitation; a written request for quotation will not be issued. Delivery terms are F.O.B. Destination to BEP Washington, DC Facility. The resulting Purchase Order shall be Firm Fixed Price. The source selection decision will be based upon overall best value to BEP, price and non-price factors considered in accordance with Evaluation Criteria attached herein. The Government will award an order resulting from this quotation to the responsible firm with favorable past performance whose quotation is reasonable in price, conforms to the terms of the RFQ and represents the best overall value to the Government. An offerors quote must contain the following in order to be evaluated 1. Quoted unit price 2. Quote F.O. B Destination 3. Relevant past performance information that includes a minimum of three(3) references Past performance information must include the name of Contracting Activity or Customer, Contract number or other identification number, brief Description of Contract Requirement and name of Contracting Officer/Marketing representative an telephone number. All interested small businesses are requested to submit a written quotation, which will be considered by the agency. Quotations shall be made on company letterhead or standard form 18. Quotations shall include the RFQ number, the proposed unit price, the proposed extend price, any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNS number and size status(i.e. Small business, disadvantaged business or woman owned business). If this item is available under GSA Schedule please provide the schedule number. Quotations are due on May 10, 2004 P.M.
