Description

The Department of the Navy, Space and Naval Warfare Systems Command (SPAWAR) intends to solicit and award on a sole source basis, a Cost Type contract to Northrop Grumman Mission Systems (NGMS), 12005 Sunrise Valley Drive, Reston, VA. NGMS will provide continued software maintenance and life cycle support (including test support and integration) for GCCS-M 4.X and COE. Software maintenance includes software upgrades, updates, and associated documentation. GCCS-M is scheduled to complete an Operational Test (OT) of GCCS-M 4.X in Q1 FY05 and a MS C in Q2 FY05. Past experience has identified that deficiencies will be identified during OT that will need to be fixed as a condition for full fielding approval. NGMS is currently the prime developer and integrator of the GCCS-M and COE-M products. Work is planned to be performed in San Diego, Ca.; Reston, Va.; Newport News, Va.; Austin, Texas; Middleton, RI; Chesapeake, Va.; Colorado Springs, Colo.; and North Charleston, S.C. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. Award will be made in accordance with FAR Part 15, Contracting by Negotiation.
