Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center - Dahlgren Division, on behalf of the Program Manager for Lethality and Weapons Effectiveness, is seeking sources for testing and validation services to include planning support, scientific review and conceptual validation, computer source code and implementation verification, quantification of meteorological uncertainty, sensitivity studies, statistical performance evaluation, an d identifying critical gaps in support of the DoD Joint Effects Model (JEM). The capable organization must have recent prior experience with the following computer models: the Hazard Prediction and Assessment Code (HPAC) version 4.0 or higher, the Vapor, Liquid, and Solid Tracking (VLSTRACK) computer program version 3.0 or higher, and other atmospheric transport and dispersion models. This experience must include the installation, de-installation, and execution of the program; the preparation of meteorological input files for one-time and batch execution of these programs; and the analysis of the output files. The capable organization must also have staff with advanced (higher than B.S. or B.A.) degrees both in meteorology and atmospheric science. This staff must have no less than 10 items published in the last 10 years; a ?published? item consists of books, book chapters , refereed journal [specifically the Journal of Applied Meteorology, Atmospheric Science, or Meteorology and Atmospheric Physics] articles, technical reports, or nationally or internationally recognized conference papers or presentations. The capable organization must have data from the following field trials: Dense Gas Modeling Data Archives, Dipole Pride 26, Defense Threat Reduction Agency (DTRA) Phase 1, FLADIS, Kit Fox, Long Range Over-Water Diffusion (LROD), Model Validation Program, Overland Alongwind Dispersion (OLAD), Short Range Diffusion Experiment Series (SRDES), Prairie Grass Review and Dissemination of Physical Effects Models (REDIPHEM). THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION SUBMITTED FOR THIS INFORMATION. All interested parties shall forward the specified documentation on or before 14 May 2003 to Contracting Officer, Naval Surface Warfare Center, Dahlgren Division, Attn: Code XDS11H, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 and referenced Sources Sought Announcement Number N00178-04-Q-1056. The submitted documentation, upon delivery, becomes the property of the U.S. Government and shall not contact any restrictive/proprietary information or markings.
