- "This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to negotiate on a sole source basis with Talley Defense Systems, Inc., 4051 N. Higley Road, P. O. Box 34299, Mesa, AZ, 85277-4299. The proposed procurement is for a minor design change to be made to the MK 420 Fuze so that the stab-pin diaphragm is slower to initiate the booster when a soft target is encountered. Talley Defense Systems, Inc . is the only viable source to provide assembly and testing, as they are the only current manufacturer of the SMAW HEDP. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
