Description
Sources are sought to identify firms capable of providing management, technical expertise, supervision, tools, equipment, supplies, labor and quality control necessary to provide Research and Development (R&D) and Operations and Maintenance (O&M) Support to the Air Force Technical Applications Center (AFTAC), Materials Applied Research and Scientific Support (MARSS). The R&D portion of the contract will primarily consist of classified and unclassified ongoing R&D to identify unknown chemical mechanisms, theoretical and experimental reaction rate constants (may require a surety laboratory facility), and degradation compounds associated with specific compounds. Results will be integrated into existing software models. This data is critical to the timely development and implementation of mission-critical software applications. The R&D portion of the contract involves support activities and services that will be related to the continuation of ongoing Biological R&D. This is necessary to complete the development of the Aerobiology Model and software applications, scientific data, algorithms, and analytical techniques. The continued development of the Aerobiology Model will include basic fate and deposition. A new area of development will be the correlation of environmental (non-biological) signatures. These R&D efforts are critical to the timely development and implementation of tools needed by evaluators to meet requirements. The O&M portion of the contract includes full-time on-site support personnel. This also involves the support of day-to-day operations for AFTAC?s Nuclear Treaty Monitoring Mission by both on-site and off-site contractor personnel. Technical assistance will be provided including routine model maintenance and execution, adapting current models to incorporate higher resolution data, data results interpretation, data mining and several laboratory Quality Assurance/Quality Control (QAIAC) activities. The contractor will provide level-of-effort support to assist in solving special problems related to atmospheric modeling. Responding parties should also indicate their size status in relation to the applicable NAICS Code, 541330, Size Standard, $4,000,000. Sources with 8(a) status or otherwise classified as a small disadvantaged business should address their status in their response. Contractor personnel will require DoD security clearances at least at the TOP SECRET/SCI level. This sources-sought synopsis is an invitation for all qualified sources that contemplate submitting a proposal under a future RFP for this requirement to identify themselves. Sources should submit a brief capabilities statement in response to this notice. Responses must be limited to no more than 5 pages and should address the following specific areas: 1. The clearance level of personnel working on this contract. 2. The personnel training, experience and educational background relating to the described requirement. 3. Business size/status 4. Specific relevant work completed or currently being performed to include description of the work and points of contact. The contract type is to be determined with a base year and subsequent option years. Multiple awards are not anticipated. This synopsis is for planning purposes only and does not commit the Government to pay for information requested, issue a solicitation, or award a contract.
