Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) Number is RFQ 919087, and is being conducted as a 100% Small Business Set Aside under the procedures at FAR Part 12., for brand name or equal for Sony digital cameras and memory sticks. The North American Classification System Code (NAICS) is 334119 and the size standard is 1,000 employees. The RFQ incorporates provisions and clauses in effect the Federal Acquisition Circular 2001-22. The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm fixed price purchase of the following products: Item 1) Quantity 40: Sony DSCF828 Digital Still Camera; Item 2) Quantity 10: Sony DSCP92 Digital Still Camera; Item 3) Quantity 100: Sony MSX256 256MB Memory Stick. If items called for by this RFQ have been indentified in the synopsis/solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is(are) clearly identified in the quote and is (are)determined by the FBI to meet fully the salient characteristic(s) of the item(s) Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the brand name of the product to be furnished shall be provided in the quote. All quotes will be considered. If requested by the FBI, each offeror shall submit a sample of the item(s) s/he proposes. Delivery of the items shall be thirty (30) days after receipt of order. The delivery shall be FOB Destination. All quotes shall be submitted to the following address: FBI Academy, Hogan's Alley - Bldg. 15, Quantico, VA 22135 Attn.: Ms. Margaret D. Einspahr, no later than 3:00 PM EST May 14, 2004. Quotes must be clearly marked with RFQ 919087. Offerors are hereby notified that if your quote is not receieved by the date/time and location specified in this announcement, that it will not be considered. Offerors are to include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commerical Items (Jan 2004) with their offer. Incorporated by reference are the FAR Clauses: 52.212-1 Instructions to Offerors -Commercial Items (Jan 2004); 52.212-2 Evaluation - Commercial Items (Jan 1999); 52.212-4 Contract Terms and Conditions - Commercial Items (Oct 2003); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr 2004); a); b) (5) (i); (15); (16); (17); (18); (19); (24); (29); (33). Addendum to clause 52.212-4, add 52.211-6 Brand Name or Equal (Aug 1999), and 52.233-2 Service of Protest (Aug 1996); addendum to clause 52.212-1, Modify (b) to read as follows: Submit signed and dated offer(s) to the attention of Ms. Margaret D. Einspahr, Contracting Officer, at FBI Academy, Hogan's Alley - Bldg. 15, Quantico, VA 22135, RE: RFQ 919087. Addendum to 52.212-2 (a) Award will be made on the basis of technical ability of the product offered to meet the Government's requirement , past performance and price. Technical ability and past performance, when combined, are equal to price, however, as quotes become more equal in their product merit, the evaluated cost or price becomes the determining factor. Past performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Each offeror shall submit three references for similar acquisitions with their offer. The evaluation of this RFQ will be in accordance with Part 12 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item Acquisition contained in FAR Part 12 and must ensure that all Representations and Certifications (located on the internet) are executed and returned as required in this synopsis/solicitation.
