Description
The Health Resources and Services Administration (HRSA) is conducting a SOURCES SOUGHT/Market Survey to locate Small Businesses, HUBZone, and/or 8(a) firms under NAICS Code 541611 ($6M) capable of providing comprehensive and ongoing assistance to help small rural hospitals (<50 beds) in the Mississippi River Delta Region improve their financial performance and viability. This is a follow-on requirement to Contract Number 250-01-0047 with Mountain States Group, Inc., Boise, Idaho. The effort will include improving access to quality health care services in the Mississippi Delta by improving the financial, operational and clinical performance of small rural hospitals with comprehensive and ongoing technical assistance. The target area includes 235 counties/parishes in Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri and Tennessee. The number of small rural hospitals (<50 beds) eligible for assistance is around 120. The goal of this requirement is to supply these safety net providers with affordable access to the same portfolio of expert support services, business tools and technical advice currently available to large urban hospitals. The requirement will provide on-site technical assistance to hospitals that request assistance to help improve their financial, clinical and operational performance. The requirement will (1) collect and disseminate business tools, information and data bases that hospitals can use and (2) help build state and regional capacity that can continue to provide ongoing technical assistance to rural hospitals in the Delta. The project will include the ?Balanced Scorecard (BSC)? approach to hospital performance measurement which includes technical assistance, education, data collection and feedback. The BSC will provide a comprehensive approach to key strategies and ensure attention to the most critical areas of hospital operations. BSC activities will include educating hospital staff on how to collect, analyze and use data to make decisions, educating local consultants and state health organizations on how to use the BSC and build a Hospital Performance Improvement Center for benchmarking and educational purposes. An extensive understanding of the Rural Hospital Performance Improvement Project and why small rural hospitals and their communities need technical assistance is required. A potential source must demonstrate a thorough understanding of the health care support network in the Delta region and the ability to provide immediate service upon award of the contract. Information sent shall be relevant and specific, addressing the following tasks: 1) establish a Partnership Committee to include State and hospital leadership from the Delta; 2) identify expert consultants to provide on-site technical assistance to client hospitals; 3) develop technical assistance services and capabilities; 4) develop and implement a marketing plan; 5) deliver on-site technical assistance; 6) deliver on-site TA and education in Balanced Scorecard; 6) train consultants and State assistance teams in BSC; 7) establish a hospital performance improvement center; 8) develop quality management process and design program evaluation; and, 9) meet reporting requirements. Interested organizations should submit their capability statements demonstrating the capability to immediately perform this work. Understanding and experience in health care services to improve financial, operational and clinical performance with comprehensive and ongoing technical assistance, as well as the Balanced Scorecard (BSC) approach (technical assistance, education, data collection and feedback) to hospital performance measurement is critical. Interested organizations must provide a capability statement that demonstrates and documents extensive experience with and the ability to perform the tasks listed above. Organizations must demonstrate the capability to immediately administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include both Government and commercial contracts, references (with names, telephone numbers and email addresses) and any other information serving to document the organization?s capability. The Government anticipates award of a contract consisting of a twelve-month Basic period and two twelve-month Option periods. This is not a request for proposals and does not commit the Government to award of a contract now or in the future.
