Description
1. The Republic of Poland intends to invite to international, one-step competitive bidding, the object of which will be as follows: a) Construction of an aircraft maintenance apron, including: demolition of the existing surfaces, construction of concrete surfaces, provision of earth shoulders, day marking, drainage. b) Construction of an aircraft maintenance hangar and general service workshop including: a hangar and workshops building, internal and external mechanical installations, heating installations (construction of a heating oil boiler room), telecommunications and ventilation systems, electrical systems (construction of a transformer station, installation of a power generator), fire protection system (tanks, fire protection pumping station, systems) access roads, sidewalks. The procurement shall comprise the following project: 2AF 15066 ? Maintenance apron 2AF 150073 I 2AF 15076 ? Provide a hangar and workshops. 2. Basis for notice: Investment Package CP-2A0022 - Airfields ? approved by the NATO Infrastructure Committee ? approving document - AC/4(PP)N(1999)030 Project 2AF 15068 mentioned in item 1 approved by the NATO Infrastructure Committee ? approving document ? AC/4-DS(2003)05 dated 12.02.2003 Project 2AF 15073 and 2AF 15076 mentioned in item 1 approved by the NATO Infrastructure Committee ? approving document ? AC/4-DS(2003)25(INV) dated 08.10.2003 3. Estimated cost: approx 18 000 000 PLN 4. Expected term of performance: Works start (EDS) ? 30.09.2004 Works completed (EDC) ? 30.09.2005 5. Financial security terms and conditions: Bid bond in the amount of 2% of the total project value. Performance bond of the contract in the amount of 5% of the offer value. 6. Conditions required with respect to bidders: Bidders must obtain a ?Declaration of Eligibility? issued in respect to the subject task by the government of the potential contractor?s country of origin, or by another authority designated for this purpose. The Host Nation (bidding organizer) can check additionally the general technical, financial credibility and references by using qualification questionnaire. Response not submitted by a firm on the above-mentioned FIDIC Standard Prequalifying Questionnaires and failure to answer any question or providing insufficient answers might lead to elimination of the competing company. 7. Security classification: Execution the subject matter of procurement will be connected with access to classified information named ?NATO RESTRICTED?. a). Each foreign bidder fulfill requirements included in the NATO documents: - C-M (2002) 49 Security within North Atlantic Treaty Organization (NATO) - AC/35-D/2000 ? 2005 Directives support document C-M (2002) 49 b). National bidders should fulfill requirements included in The Classified Information Security Law dated 22 January 1999 with latest regulations. 8. In order to ensure proper communication each foreign bidder should establish its representative in Poland and provide the procuring entity with its address, phone number, e-mail and particulars of the contact person. 9. For consortiums, all participants must be eligible as per AC/4-D/2261 requirements. 10. Only eligible companies with similar projects experiences may participate in the bid. Similar projects successful completion certificates issued by the relevant authorities have to be enclosed. A lack of relevant projects successful completion certificates could lead to elimination of the applying company. 11. Declaration of Eligibility of companies, stating company?s address, contact person, telephone and fax numbers, must be submitted to the Principal not later than till 08.06.2004 12. Expected distribution of ?CAHIER DES CHARGES? to the eligible firms: 21.06.2004 All companies which will be qualified, shall receive ?CAHIER DES CHARGES? upon transferring a Cahier des Charges Security in amount of 20 000 PLN to the procuring entity bank account number relevantly to instructions that shall be provided in a written form to all pre-qualified companies. All firms that received the ?Cashier Des Charges? have to return the complete set of documentation within 10 days after the bid opening date to the Polish issuing authority, regardless the results of the bidding; otherwise it shall become a subject of no financial reimbursement for the ?Cahier Des Charges Security?. While reimbursing the ?Cahier Des Charges? Security the Procuring Entity shall deduct all costs related with providing one single copy of the entire set of the ?Cahier Des Charges?. 13. Expected date of submitting offers in Polish language: 10.08.2004 14. Expected date of bidder selection: 01.09.2004 15. Bidding procedure, excluding Declaration of Eligibility, shall be conducted in the Polish language, and Polish language shall be the contract language. 16. It is specifically stressed that the bid may be cancelled; with no reimbursement to the bidders for expenses occurred or the above-mentioned dates may be subject to change. Note: The overseas procurement office responsible for this project is The Republic of Poland. The work project is located in Poland. Etta R.
