Description
NASA/ARC has a requirement for the purchase of 2 each Spectrometers. NASA/ARC intends to purchase the items from Hellma Cells Inc., 80 Skyline Drive, Plainview, NY 11803-2510. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. Hellma Cells Inc. is the only known source that have these type of Spectrometers, which are compatabile with the current Spectrometers NASA Ames have(bought from Hellma Cells, Inc.) that are to be used for an experiment in the near future. Because of the success and the vast experience that NASA Ames have with this kind of instrument, NASA Ames wants the new instrument to have the same design heritage as the original and to be able to incorporate enhancement for the project continuity to keep NASA Ames in the forefront of this field. This procurement is being conducted under the Simplified Acquisition Procedures (SAP}. Specificaitons: 1. Wavelength range: 1100-2200 nm 2. Detector type: 256 elements InGaAs array 3. Pixel characteristics: 50 um pitch 4. Grating characteristics: flat-field, 6 nm/pixel dispersion 5. Optical resolution: about 18 nm 6. Optical entrance: Fiber bundle consisting of Infrasil-quartz Glass fibers, input round 0.2mm dia. 7. Temperature regulation: thermoelectric cooler to -10 degC 8. Physical size: 100mm x 100mm x 140mm 9. Weight: 800 g 10. Operating temperature: 15-35 degC The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. (PDT) on May 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
