Description
Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire for the Naval Media Center in Annacostia Annex, D.C., Weekly Video Duplication and Distribution Services of its 30-minute news program, Navy/ Marine Corps News (NMCN). This acquisition will proceed as a 100% Small Business Set-aside. Duplication is required in various video formats and quantities each week, as customer needs fluctuate. THIS REQUIREMENT IS RESTRICTED to contractors within 40 miles (or a one-hour commute) of the Naval Media Center in Washington DC during normal workdays. This commuting-distance restriction is necessary to permit the rapid replacement of video masters if found defective, and also to allow specific postal facility designations. Current duplication calls for approx. 950-VHS dubs, 100-250 Standard 8mm dubs, and 5-ea. DVD copies each week. Quantities of less than 10-each per week may be required in DVC-Pro, Mini-DV, DV-Cam, BetaCam-SP, and CDR formats. Turn-around requirement is next day. Other formats are currently being considered and may eventually supersede the current formats. The awardee will be required to provide the following: courier pickup of the program masters from Naval Media Center, Washington, D.C.; duplication from the NMCN video master; labeling of duplicates and insertion into the specified shipping container; printing and insertion of a NMCN program highlight sheet into each shipping package; preparation and application of mailing labels to the shipping container; presorting of packaged dubs for First Class USPS bulk mailing; transportation of the sorted dubs to the designated US Postal Service Processing & Distribution Center in Washington, D.C. for mailing, or to the U.S. Navy Postal Facility in Washington, D.C. The cost of mailing will be paid by the government under a US Postal Service bulk mail permit. In addition to the foregoing requirements, the awardee will also be required to occasionally supply ad hoc duplication of other 30-minute programming, on an as-needed basis. It is estimated that ad hoc duplication represents less than 5% of the requirement. The Government intends to award an initial 5-month base period, followed by four (4) one-year option periods and a final 7-month option period, with commencement of services to occur about 1 Aug 04. This requirement is a small business set-aside. Offers from large businesses will not be considered. A firm?s current Small- or Large Business Status is determined through the SBA. The Government anticipates award of a firm fixed price contract as a result of the request for proposal (RFP). Release of the RFP will be via the internet.
