Description
We intend to award this first production requirement to Lockheed Martin Corporation, the company that completed the R & D on this system. This Statement of Work (SOW) establishes and defines the requirements for the delivery, installation, integration, and verification of proper operation of two units of the Service Life Extension Program (SLEP) Virtual Environment Landing Craft Air Cushion (VELCAC). The terms ?SLEP VELCAC?, ?VELCAC? and ?trainer? used herein are equivalent. 1.1 SLEP VELCAC. The contractor shall provide the necessary materials and services to deliver, install, integrate, and verify the proper operation of two units of the SLEP VELCAC Version 1.0.4. The services shall include a brief tutorial on the proper set-up, operation, and use of each SLEP VELCAC delivered. The SLEP VELCAC shall meet the performance requirements specified in the SLEP Virtual Environment LCAC User Manual referenced in paragraph 2.1 above. 1.1.1 Materials. The materials comprising each SLEP VELCAC shall include but not be limited to the materials listed in paragraph 6 below. Computers and graphics cards shall be provided with a three-year on site warranty. 1.1.2 Services. The labor categories for services provided shall be appropriate to accomplish the tasks described herein. 1.2 Quality assurance. The existing contractor's quality assurance program shall ensure quality throughout the development and installation of the modification. 1.2.1 Test and evaluation (T&E). T&E for each SLEP VELCAC shall be performed to verify proper operation in accordance with the SLEP Virtual Environment LCAC User Manual referenced in paragraph 2.1 above. Testing shall be performed at each installation site. Testing shall include a cold start of the software. The cold start shall consist of the installation of the VELCAC and VELCAC related software onto an ?as delivered - fresh? computer from the Original Equipment Manufacturer. The contractor shall provide the necessary personnel and test equipment required for verification of compliance with these requirements. Testing shall be accomplished by the contractor and witnessed by representatives of the PCO. The Government reserves the right to perform such additional tests as deemed necessary to ensure compliance with the contract requirements. Discrepancies revealed during testing shall be corrected prior to acceptance. Any response to this solicitation should include a detailed description of the intended approach to complete the project. The description should mention the corporate in-depth knowledge of the Virtual Technologies and Environments (VIRTE) and the ability to produce the system within the needed timeframe without duplicating the R&D work. Also needed is the company?s ability to access the software, project specific, developed and owned by Lockheed Martin to build and integrate the system.
