Description
Point of Contact for this project is Kenneth R. Carleton, Contract Specialist, 817/886-1084 DESCRIPTION: This project requires the design/build of a new aircraft weather shelter located at Laughlin AFB, Del Rio, Texas. Base bid consists of 69,494 SF, Alternate 1 is 80,930 SF, and Alternate 2 is 92,643 SF. The facility will be a clear span pre-engineered metal aircraft storage facility with concrete foundation and pavements. Work also includes site clearing, excavation, backfilling, and utilities. This contract action will be subject to the availability of funds. This requirem ent is offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible Section 8(a) business concern, Tier 1, in accordance with FAR 19.8, provided that adequate competition is received an d award can be made at a fair market price. 8(a) COMPETITION IS OPEN TO ALL SBA DISTRICT OFFICES IN THE STATE OF TEXAS. COMPETITION WILL BE LIMITED TO 8(a) FIRMS WITH A BONA FIDE PLACE OF BUSINESS IN THE STATE OF TEXAS ONLY. ALL OTHER FIRMS ARE DEEMED IN ELIGIBLE TO SUBMIT OFFERS UNDER THE 8(a) CRITERIA. If circumstances do not permit an 8(a) award, the Government intends to award on a competitive basis to an eligible HUBZone concern, Tier 2, in accordance with FAR 19.13, provided that adequate competitio n is received and award can be made at a fair market price. If circumstances do not permit a HUBZone award, the Government intends to award on the basis of full and open competition from among all responsible, responsive bids, Tier 3, received providing a ward can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent a bove the lowest large business concerns price. Estimated duration of the contract is 230 days. The plans and specifications, when available will be posted on the Internet and available on CD-ROM. Plans and specifications will not be available in paper for mat. Notification of amendments will be made through either 3.5 floppy diskettes, CD-ROM, and/or Internet only. However, the Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offero rs responsibility to view our web site daily for amendments to the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 236220, Commercial and Institutional Building Construction. Small Business St andard is $28.5 million. The construction project price range is $5,000,000 to $10,000,000. The solicitation is tentatively scheduled to issue on or about 11 May 2004, and bid opening on or about 15 June 2004. Subcontractors and suppliers can also register on the plan hol ders list as at the same web address.
