Description
The U.S. Army Robert Morris Acquisition Center intends to negotiate solely with PhotoTelesis Corporation (PhotoTelesis), 700 Lincoln Center, 7800 IH 10 West, San Antonio, Texas 78230-4753 for AN-PVH-1A and AN/PVH-2A Lightweight Video Reconnaissance S ystems (LVRS) Base Stations, Out Stations, warranties, parts and Time and Material repair services, Contractor Logistics Support (CLS), Engineering Support Services and Field Service Representative (FSR) support for the LVRS. The Government intends to iss ue a 36 month Indefinite Delivery, Indefinite Quantity contract for these items and services. The LVRS provides near real-time images that can be used in conjunction with verbal and written reports from reconnaissance and surveillance elements. The LVRS consists of two subsystems: Out Stations (typically three each) and one Base station. The Out-Stations are used to capture, compress and transmit individual daytime and nighttime still frame images over Tactical Communications systems to the Base Station . The Base Station is located on a vehicle or at the company or battalion headquarters and receives, stores, decompresses, processes and retransmits video still frame images over Tactical Communications systems. The LVRS reduces the time required to dete ct, process and provide targeting information to a Tactical Operations Center. The LVRSs are National Imagery Transmission Format Standard (NITFS) Version 2.0, Level 3 certified systems that meet the Joint Technical Architecture-Army (JA-A) Version 6.5 requirements. PhotoTelesis is the only known source that produces an end-to-end imaging system, such as an LVRS, that is compatible and interoperable with current fielded U.S.Army, Navy, Marine and Coalition equipment and is JTA-A Version 6.5 compliant. Award to any other source would require extensive development and testing effort which would result in duplication of costs and delay in delivery of the required items. No hard copies of the RFP will be issued, therefore, no written, faxed or email requ ests for the solicitation will be accepted.
