- REQUEST FOR INFORMATION ? NOTE: THIS IS NOT A REQUEST FOR PROPOSAL - PROGRAM NAME: B-1 Capability Based Contract DESCRIPTION: The focus of the Capability Based Contract is to provide a rapid response to unprogrammed B-1 manufacturing requirements presently performed organically at Tinker AFB. The capabilities sought are sheet metal, tubing, machine shop, and wiring. Capabilities essential to the fulfillment of these requirements are required for new manufactured items. Export control certification is required to view applicable drawings and specifications. As this is not a programmed workload, requirements will be recognized and drawings will be provided as needs occur. The requirements will be met by issuing an Indefinite Delivery / Requirements type contract. The Government estimates the dollar value to be $2 million per year, which is inclusive of all capabilities. A sample list of National Stock Numbers is attached. A Statement of Objective is also attached, which is generic in nature and explains general manufacturing capabilities. This is a new innovative approach to contracting out these capabilities. The Government is looking for industry review and comment to find the best approach. We prefer a single contract with one contractor with the ability to subcontract to Small Business for capabilities they do not currently possess. Please submit questions/ comments ?
