- ISSUE DATE: 05 MAY 2004. One Shock and Vibration Laboratory Data Collection and Processing System (DCAPS), with Field Service Installation and Checkout in accordance with Statement of Work (SOW) and Technical Review Document (TRD). Sole Source: DSPCon Inc, 380 Foothill Rd. Ste. 101, Bridgewater, NJ 08807. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the proposal. However, all proposals received prior to the closing date on the solicitation will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. The Government does not own the data or the rights to the data needed to purchase this item from additional sources. Sole source: DSPCon Inc., 380 Foothill Rd. Ste 101, Bridgewater, NJ 08807. Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. Anticipated award date: 21 JUL 2004. Electronic procedures will be used for this solicitation.
