Description

This is a notice of intent to award on a sole-source basis for commercial items in accordance with FAR Part 12 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only notice; a written solicitation will not be issued. The Federal Bureau of Prisons, Central Office Business Office intends to contract with Dr. Pamela Diamond, 5 Ramblin Wood Court, The Woodlands, Texas 77380, for professional technical assistance for follow-on services in an Epidemiology study of a sample of Federal Bureau of Prisons inmates. This contract is for services being processed under the authority 41 U.S.C. 253(d)(1)(B) as implemented by FAR 6.302-1. This authority is justified due to the substantial duplication of cost to the government that is not expected to be recovered and the unacceptable delay that would be encountered through competition. This notice of intent to procure is not a request for competition, however, the Government will consider responses from interested parties received by the closing date. Written responses shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government to award sole source will be solely within the discretion of the contracting officer. See Note 26.
