Description
The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NDDK) has a requirement to purchase an Ultrasonic Spectrometer, HR-US 102P from Ultrasonic Scientific Limited, Block 1 Richview Office Park, Clonkeagh, Dublin 14, Ireland. The equipment shall have the following requirements: 1) The resolution shall be +/- 0.3mm/s; 2) The sensitivity of the instrument shall be 0.3ppm; 3) Measure in realtime, continuous mode. It shall have a number of measurement regimes, kinetic, temperature ramp, titration and multi frequency; 4) Temperature control in the temperature ramp mode shall be +/- 0.01K to monitor phase transitions; 5) The sample cell shall have integrated digital stirring to ensure consistent mixing of the sample. The Institute intends to purchase this equipment by other than full and open competition from Ultrasonic Scientific Limited, to the best of the Government?s knowledge; they are the sole manufacturer and distributor of this equipment. Interested vendors may identify, in writing, their interest with a capability statement to the Contracting Officer prior to the closing date of this notice. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received before the closing date of this announcement. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-04-207 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is June 1, 2004. Quotations must be submitted in writing and may be FAXED to 301-480-4226. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 774C, Bethesda, MD 20817 Attention: Patricia Haun.
