Description
A sole source procurement is contemplated to Glynn Interactive Inc. of Bethesda, MD to complete the development and programming of a series of Medicare web based training courses. Glynn Interactive previously completed a contract with CMS in which they designed and developed the entire course curriculum for this web-based training for Provider Medicare billing staff. The curriculum was designed as 10 web-based training courses. Glynn also completed the design, programming and implementation of the first course of the billing series. This included creating a storyboard/template for the course, designing and programming a website to serve as the host environment for the beta and pilot testing of the course and implementation of the final course. CMS intends to award to Glynn Interactive to complete the development of the remaining web-based training courses for Medicare billing series. Each training course will be designed to complement the competency of the prior course and offer the Provider a natural progression to the next competency. Glynn Interactive will continue development, design and programming of the remaining sections of the Medicare billing series. This would include hosting the beta and pilot testing of each course on their website. This sole source procurement is being conducted pursuant to the authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, that only one responsible source and no other type of supply or service will satisfy agency requirements. In order to meet CMS?s minimum needs, it is imperative that CMS have a contractor that has total knowledge of the design and development of the course curriculum in order to meet time requirements and maintain consistency in the style and content of the remaining courses. This contract will be awarded for a period of 1 year with four optional years. This is a notice of intent and not a request for quotations. Businesses that recognize and can provide the required service described above must provide supporting evidence. The Government will consider all responses received within 15 days of the date of publication of this synopsis. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
