Description
The Department of Energy's (DOE) Solar Program and the National Renewable Energy Laboratory (NREL) are interested in the development and commercialization of parabolic trough solar power plant technology. Based on recent due-diligence analysis, parabolic trough technology is viewed as an established technology with near-term market opportunities and has the potential for significant long-term cost reduction. NREL will be issuing a Letter of Interest (LOI) titled ?USA Trough: Near-Term Component Manufacturing.? The broad objective of this LOI is to advance trough technology through improved domestic manufacturing of key parabolic trough components that are currently only available primarily from a limited number of foreign companies. The United States is uniquely positioned to play a key role in the future development of trough technologies as a result of the experience and expertise gained at the current Solar Electric Generation System (SEGS) plants. The DOE and NREL are seeking to expand U.S. industry involvement and competitiveness in worldwide trough development activities and to help advance the state of parabolic trough technology from a U.S. knowledge base through its USA Trough Initiative. Currently, the USA Trough Initiative is concerned with cost-effective production of components or subsystems for large-scale (1 MWe and up), parabolic trough solar thermal electric power production plants. This solicitation is intended to better position the offeror(s) to manufacture and sell parabolic trough solar thermal electric components and subsystems. The following components are understood to be of high priority, but are not meant to be inclusive topics for this solicitation: glass or alternative reflector panels, receiver tubes, collector structure, collector heat transfer fluid interconnection (e.g. flexhoses, ball joint assemblies or alternatives), drive systems, and collector or field electronics or controls. NREL anticipates multiple subcontract awards to be made prior to the end of the current fiscal year (September 30, 2004) based on current-year funding of $300,000; and projected funding of $1,000,000 for fiscal year 2005.
