Description
The National Marine Fisheries Service has a requirement for a commercial acquisition for the pilot study on fishing related activities and Environmental Justice issues in the Northeast. The purpose of this contract is to improve the existing data available on environmental justice issues related to the fishing industry in the Northeast using qualitative and quantitative methods. These data will be used to identify potential environmental justice areas and improve the current level of understanding of vulnerability and marginalization issues in the Northeast as related to fishing communities. In accordance with the attached statement of work, the contractor shall carry out a literature review on environmental justice issues in the region focusing on issues specific to the fishing industry. The contractor shall carry out case studies in order to crosscheck and verify that assumptions made in determining an environmental justice index are in fact relevant. The Statement of Work, Evaluation Factors, and the Request for Quote Document (Standard Form 18) are provided as attachments to this synopsis. Please be sure to address the Evaluation Factors in your proposal. Interested parties shall provide their proposal NO LATER THAN MAY 18, 2004, 4:30 P.M., via mail. Faxed proposals of 10 sheets or less will be accepted, however, the Government will not be responsible for malfunctions in submitting your faxed proposals. Contract Award be made on or about May 26, 2004. All responses from responsible sources will be considered. This is a simplified acquisition with a value of less than $100,000. See Note 26.
