- AMENDMENT #3 TO SOLICITATION FA8601-04-T-0056: Deadline for Representations and Certifications, and Central Contractor Registration Information has been extended to 5:00 p.m. (Eastern Standard Time) Wednesday, 14 Apr 04. *************************************************** AMENDMENT #2 TO SOLICITATION FA8601-04-T-0056: paragraph 2, change : 1 Apr 04 to: 15 Apr 04. **************************************************** AMENDMENT #1 TO SOLICITATION FA8601-04-T-0056: Paragraph 1, Line 8, and Paragraph 5, Line 3, please change: FA8601-04-T-0045 to: FA8601-04-T-0056. **************************************************** FACILITY MANAGEMENT SERVICES, FA8601-04-T-0056: This is a combined synopsis/solicitation for facility management and maintenance, a commercial service to be procured for the Air Force Institute of Technology (AFIT), Wright- Patterson Air Force Base, prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation FA8601-04-T-0045 is a Request for Quotations (RFQ). No hard copies will be sent. This procurement is a 100% Small Business Set Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-21. The associated North American Industrial Code (NAIC) is 561210, size standard $30M applies. A Firm Fixed Price type contract is anticipated with 1 line item (0001) for Facility Maintenance. Period of Performance is 1 Apr – 30 Sep 2004, for the base period with a 6 month option. FAR 52.217-9, Option to Extend Term of Contract, applies, as the 6 month option may be awarded. This requirement includes and covers provisions for all material, labor, equipment and transportation necessary to ensure facility maintenance is performed at the AFIT complex of buildings, Wright-Patterson Air Force Base in accordance with the attached Statement of Work (SOW). Rates shown on Wage Determination 94- 2419, Revision 22, dated 06/04/2003 apply to this acquisition and may be found with the Statement of Work at the Website shown below. A completed copy of the provision at FAR 52.212-3,Offeror Representations and Certifications - Commercial Items, is attached and must be submitted with the offer. The Full text of the Federal Acquisition Regulation (FAR) can be accessed on the internet at www.arnet.gov/far. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. The evaluation will be based on the demonstrated capabilities of the prospective contractors in relation to the needs of the project as set forth in the attached Statement of Work (SOW). The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful implementation of the requirement of the SOW. In any case, the Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. Solicitation provision at FAR 52.212-1, Instructions to Offerors – Commercial (Mar 2000) are hereby incorporated by reference. Award will be based upon best value to the government considering cost and technical acceptability. All offerors shall include with their offers a completed copy of provision 52.212- 3, Offeror Representations and Certification Commercial Items. Clause 52.212- 4, Contract Terms and Conditions, Commercial Items (Dec 01), is hereby incorporated by reference.
