Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Army Medical Research Acquisition Activity (USAMRAA) has a request for proposals under W81XWH-04-R-0010. This will be a firm fixed-price contract with a base year and four option ye ars. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The statement of work is as follows. STATEMENT OF WORK (SOW) Services Required: Pharmaceutical Companies Analysis World Pharmaceutical Markets International Pharmaceutical Agreements CNS Drug News Anti-Infective Drug News Cancer Intelligence Online Drug Delivery Intelligence Online Generic Business Online Medistat Medical Device Companies Analysis The World Pharmaceutical Fact Book 2004 Information Format: All services will be provided in HTML format. Initial fulfillment will be by CD-ROM. Updates: Updated and/or new profiles will continue to be sent in HTML format via CD-ROM. Technical Assistance: The contractor shall be available at all times during United Kingdom business working hours to provide technical assistance over the telephone until the problem is resolved. Licensed Users: 20 licensed users for all of the above titles at multiple sites of Armed Forces Medical Intelligence (AFMIC) or majority owned subsidiaries. END SOW. In addition, the contractor is prohibited from appropriation, disclosure, or unauthorized use of proprietary information that is acquired in the execution of The Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition. There are no addendments to this clause. The FAR clause 52.212-2 Evaluation-Commercial Items is applicable and is included as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offero r whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation criteria for this requirement are Technical Capability of the contractor; Technical Qualifications (Personnel); co ntractor’s ability to work with classified information and Past Performance. Technical capability, past experience and personnel qualifications are considered equal in evaluating importance. All are more important than price. All offerors must includ e a completed copy of the provisions at FAR 52.212-3, Offerors Representation and Certifications-Commercial Items. Far 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition and there are no addendments. FAR 52.212-5 Contract T erms and Conditions, Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition and the following clauses are applicable to this acquisition: 52.219-8 Utilization of Small Business Concerns; 52.222.21 Prohibition of Seg regated Facilities; 52.222-26 Equal Opportunity, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. There are no additional contract requirements or terms and conditions determined by the contracting officer to be necessary fo r this acquisition and consistent with customary commercial practices. All offers are due via e-mail by 2:00 p.m. on 16 April 2004 at USAMRAA, Attn: MCMR-AAA-R, 820 Chandler Street, Fort Detrick, MD 21702-5014.
